Why Is R-134A Being Phased Out? When Is the Phaseout Expected to Conclude? Like a lot of '90s relics, R-134A has not aged well. It was known then that 1,1,1,2-tetrafluoroethane could potentially contribute to acid rain and that its ozone layer depletion potential was high.
The Agency cites the use of TCE in some R-134a production as an unreasonable risk to human health. In October 2023, the Environmental Protection Agency (EPA) proposed to ban the manufacture (including import), processing, and distribution in commerce of trichloroethylene (TCE) for all uses.
The commonly used synthetic refrigerants such as R134a, R407C and R410A have a GWP value higher than 2,500. As a result, their production is being phased out.
A High-Performing Alternative to R-134a

R134a has been found to have a lot of greenhouse gas potential, as it can end up in the atmosphere and take forever to break down. For that reason, all new vehicles sold in America after the year 2021 can no longer use this type of refrigerant.
While R-1234yf could be the perfect replacement for R-134a, there is one major challenge with this new technology. The R-1234yf is much more reactive than R-134a. On the positive side, this higher reactivity is why R-1234yf is so much more friendly to the environment.
As part of global efforts to reduce the environmental impact of refrigerants, R134a will be phased out by 2025 in favor of more eco-friendly alternatives like R290 and R1234yf12.
Still, the answer is an emphatic, “No.” Not only would a retrofit of this type negate the environmental benefits of R-1234yf, but it would also be a violation of Federal Law under Section 203 of the Clean Air Act: “tampering” with a vehicle's emissions control device.
According to its manufacturer, Chemours, use of R-1234yf has grown so much since the refrigerant replaced the long-established R-134a that it's now used in 95% of new cars sold in the U.S. An estimated 220 million cars on global roads are also using it.
The test results conclude that the blend R134a/R32 at a mass fraction of 85/15 can be a drop-in replacement for R134a refrigerant.
R-22 was a commonly used refrigerant that is being phased out because of its harmful impact on the ozone layer.
Possible alternatives to R-134a
Attention is increasingly focused on low-GWP refrigerants that are hydrofluoroolefins (HFO). R-1234yf in particular is often seen as a possible alternative to R-134a. The GWP value of R-1234yf is 4, which means it has a very low global warming potential.
The new EPA refrigerant regulations for 2025 will phase out the use of high-global warming potential (GWP) refrigerants like R-410A, replacing them with more eco-friendly alternatives, such as R-454B and R-32.
In the United States, vehicles produced after 2021 no longer contain R-134A in the air conditioning system. In other parts of the world, including the United States, there are restrictions around using 1,1,1,2-tetrafluoroethane. Specifically, in California, retailers can deny selling customers canned R-134a.
The GWP for R-134a refrigerant is 1,430, making it 1,430 times more harmful than carbon dioxide when released into the atmosphere. There are three refrigerants that can be used to replace R-134a: R-1234yf, R-152a, and R-744.
R-22 (Chlorodifluoromethane), also known as R22 Freon or HCFC-22 Freon, was a common refrigerant for HVAC systems. It is now a banned refrigerant that is illegal to import or manufacture.

A Next-Generation R-134a Refrigerant Alternative
Opteon™ XP10 (R-513A) refrigerant is a non-ozone depleting potential (ODP), low global warming potential (GWP) hydrofluoroolefin (HFO) based replacement for R-134a.
R-454B is the new refrigerant in 2024. By 2025, the EPA's required phaseout of R-410A will be in full effect, with production, importation, and distribution no longer allowed. HVACR businesses must be evaluating their current choices in coolant and ready to make the jump.
Why are restrictions being imposed? The short answer is that the Global Warming Potential (GWP) of HFC-134a is significant and there are replacement gases available that have less environmental impact.
Most vehicles have a label or sticker under the hood that indicate whether the refrigerant used is R-134a or R-1234yf.
Most cars hold between 28 and 32 ounces of refrigerant (or about 2—3 12oz cans), however larger vehicles and those with rear A/C will likely hold more. Check your vehicle manual for the system capacity for your specific vehicle.
R515B—As of February 2020, Honeywell has developed a new R134a replacement called Solstice N15, or R515B. It's a non-flammable A1 refrigerant that's a blend of R227ea and R1234ze, with a GWP a little under 293 with similar efficiency outputs as R134a.
R-1234yf systems that control freeze protection by pressure may encounter loss of cooling performance if charged with 100% R-134a. This is due to the requirement of R-134a to have a lower setting of 3.3 psig to achieve freeze protection at 32 F. This may result in a 4-degree F.
Another HFC R-134a typically used in automobiles, will not be permitted to be used in Model Year 2021 vehicles; however, R-134a is not restricted for use in chillers. Even though HFCs are under scrutiny, they remain the right choice for chillers and other industrial cooling uses.
