The Oatey 8 oz. PVC and CPVC Purple Primer, made from a mixture of solvents, is designed to remove surface dirt, oils and other contaminants from the surface of PVC or CPVC piping. Not recommended for use on ABS piping installations.
Oatey® Purple Primer is an NSF-listed, aggressive primer for use on all schedules and classes of PVC and CPVC pipe and fittings. It removes contaminants such as surface dirt, grease and grime as well as softens the pipe surface to allow for a fast, secure solvent weld.
PVC primer maximizes the strength and longevity of the joint connection. A joint will still weld together without the primer, but the connection will not be as strong as the primer allows the cement itself to penetrate deeper into the material.

It takes another 15 minutes for the joint to harden to a point at which it can withstand water pressure and two hours to fully cure. That would wait at least 10 minutes after you glued your pipe together.

First, you apply primer — a purple liquid that cleans and preps the PVC — to the outside of the pipe and the inside of the fitting. Wait 10 seconds and then apply the cement — a clear and thicker liquid — on top of the primed areas. Insert the pipe into the fitting and let the cement set.
The primer should still be wet when applying the cement. This means that the chemicals within the primer are still evaporating, but the appearance will look dry. The proper time frame to apply cement and finish the joint assembly is within five (5) minutes after the primer is applied.
