To quickly determine if your pipes are frozen or if your municipal water is off, check if your neighbors have running water. If they do, your pipes are likely frozen. If they don’t, it is a local water outage.
An open faucet that produces no water or only a slow trickle is a good reason to suspect that a pipe has frozen. Check the water meter; if it shows movement when all water fixtures are off, it is likely that a pipe has burst.
At 32°F, insulated pipes can freeze in about 12 hours and about six hours between 20 to 32°F. The timeframe for freezing becomes even shorter when your pipes are uninsulated. These are approximate figures, as other factors like wind exposure, pipe material, and water flow can also influence the actual freezing time.
Keep the faucet open. As you treat the frozen pipe and the frozen area begins to melt, water will begin to flow through the frozen area. Running water through the pipe will help melt ice in the pipe.

Know what not to do.
Never use a blowtorch, propane or kerosene heaters, a charcoal stove or any other open flame device to thaw your frozen pipes. That presents a severe fire hazard. You should also avoid using a space heater unless you are sure the area is clear of any flammable material.
A slow, steady drip can help prevent frozen (and burst) pipes during cold weather.
If a pipe is frozen but not damaged, a plumber may only need to thaw it. Thawing services typically cost $100 to $200 when pipes are easy to access. When pipes crack or burst, repairs become more complex and expensive.
Uninsulated exterior pipes can freeze in under six hours if the temperature is below 20 degrees. It takes at least 12 hours for unprotected pipes to freeze at 32 degrees.
Angi recommends cold water with steady drops falling about every three seconds. Hot water is usually less likely to freeze but should be dripped if the pipe is more likely to burst or your power is out.

Turn On a Cold Water Drip
Turn on the cold water of your faucet to create a small, steady drip with drops falling approximately every three seconds. Hot water comes through a separate pipe and is less likely to freeze, so a cold water drip is recommended.
You don't need to leave every faucet in your home dripping during a freeze. One or two is enough. Choose faucets that are most vulnerable to freezing, such as those on exterior walls, in unheated spaces like the garage or basement, or the one that's the farthest from your hot water heater.
Dripping water from a faucet is a well-known example of chaotic dynamical systems easily seen in daily life. O.E. Rössler introduced the dynamics of a leaky faucet as a model of a nonlinear chaotic system in 1977. He suggested that the formation of water drops at the nipple of a faucet could exhibit chaotic behavior.
Any point below 32°F or 0°C you run the risk of freezing. I tell people all the time that any point under 37°F or 2°C you need to let your faucets drip. Doesn't need to be a huge amount but you need to let your pipes have water circulating in there.
If possible, locate the section of pipe that is frozen and thaw it yourself using gentle heat (slowly warm it up). If you heat the pipes up too quickly, they can crack or melt due to the quick change in temperature! Try wrapping an electronic heating pad around the pipe, heating the area with a hair dryer, or both.
Check all faucets in the house to determine if the situation is widespread. If it is, open all faucets, turn off the main water to the house, and call a plumber. If only one pipe is frozen, turn on the appropriate faucet to help get the water moving in the pipe once it thaws.
Allow warm air to circulate in the area where the water comes in to the house. Leave utility room doors open and clear space around the water line to help prevent cold pockets of air near the pipes. Remove contents of vanity cupboards that conceal pipes, and leave the doors open.
Like most myths, there is certainly a component that is true. Dripping faucets does help prevent frozen pipes, but you don't need to drip every faucet in your house.
One leaky faucet that goes unchecked for a whole year can waste about 34.7 gallons of water. Slow drips can accumulate to $1 or less per month but fast drips can waste 11 gallons a day and can add up to $6 extra to your bill a month.
Thawing Frozen Pipes
While you wait, reduce water pressure by opening all the faucets inside the home one-quarter turn. Water will begin to trickle out, helping the ice to thaw. Remember to close all faucets after full water pressure is restored. Before the next cold night, take steps to prevent refreezing.
