To make a radiator colder, turn the valve clockwise (to the right).
Many manual radiator valves have + and – signs on them. This helps you work out which way to turn them when adjusting the temperature. Turning towards the + opens the valve and lets more hot water in. Turning to the – does the opposite.

Thermostatic radiator valves
Examine the valve position: Observe the valve handle or wheelhead. If the thermostatic head is on position 5 it is open. Alternatively if the radiator is not getting hot take it off the thermostatic head and depress the pin to see whether the pin has seized or not.
Most radiators have two valves, one that lets the water into the radiator, and one that allows the water to be removed from the radiator. Familiarise yourself with both valves and their operation. Both valves should be turned fully open (anti-clockwise) so that the water can flow freely through the radiator.
To instantly tell if a standard valve is open, check the handle's alignment: if the lever is parallel to the pipe, the valve is open. If it is perpendicular (forming a T-shape across the pipe), the valve is closed.
To verify if your car's coolant is circulating, perform a temperature check by comparing the heat of your upper and lower radiator hoses, or use the heater test. These checks require no special tools and only basic observation.
