It depends on factors such as window length, but more often than not, curtains look best when touching the floor. However, how low you want your curtains to hang will determine what you want to achieve. In reality, different decorating styles employ varying curtain lengths.
Do not allow your drapes to hang above the floor. When they stop a couple of inches above the floor, it can make the ceilings look lower. For drapes to look full, the panels should have a combined width of at least double the width of the window.
The answer to this question is important because it can affect the way we do our decorations. Yes, curtains should be long enough to touch the floor. With a few exceptions, the longer the curtains are the more stylish and elegant it will look. This is why most standard ready-made curtains are lengthy.
Assuming you're outfitting a living room or bedroom with average ceiling height (8 feet high), an interior designer's rule of thumb would be to mount the curtain rod about a half-foot above the top of the window frame—even higher if the total space between the top of the window and the ceiling line is less than 12 ...
You should aim for your curtain hem to be about 3/8" to 1/2" above the floor. Not only is this an easier length to measure for, but it also makes it simple to vacuum and sweep. It's a great option if you plan to open and close your curtains a lot since you won't need to rearrange them each time.

How High to Hang Curtains 8 Foot Ceiling. An 8 foot ceiling is pretty standard for a residential home. With this standard height will be safe to put the rod about 6 inches above the top of the framing of the window. This avoids any extra framing and gives space between the frame and the rod.
The higher the curtain rod, the taller the window will appear, so fix your curtain rod closer to the ceiling than the top of your window, if you can. One rule of thumb is that they should sit 4-6 inches above the window frame.
Hovering an inch or less above the floor
This option is also more forgiving than those that precisely hit the floor, which means your measuring and hemming won't be derailed if it's a few millimeters off. It also means you don't have to worry if you have slightly uneven floors.
Curtain rods should extend at least 3 to 6 inches past the window frame. Just as hanging curtains above the window frame makes the window appear taller, Bob Vila writes that extending the curtain rod past the window frame makes the window appear wider.
Wall-mounted rods are usually installed four inches above the window. To find your ideal placement, measure down from the ceiling to the top of the trim at the left corner of your window; mark the midway point.
The material should barely touch the floor or hover half an inch above. Use this approach for café curtains, too, short panels covering only the lower portion of a window, hitting the sill, which works well in kitchens and bathrooms, where long drapes or curtains aren't practical.
When you buy them in stores or online, there are two standard lengths: 84 inches and 95 or 96 inches. The length of the curtain dictates the height of the rod. If you buy 84-inch-long curtains, the rod must be mounted roughly 84 inches from the floor if the curtains hang from the rod without rings.
For a 9 foot ceiling, pick 96-inch curtains. Typically, your curtain rod is hung about a foot from the ceiling. 96 inches covers the distance between the floor up to one foot from the ceiling.

Hang the Curtains as High as Possible
In order to make your window and the whole wall seem higher, put the curtain rod as high above the window as possible. Attaching the rail close to the ceiling tricks the eye into believing the wall is bigger. Thus, it visually expands the whole room.

They usually do not. The proper position is ½ inch above the floor for free hanging curtains. This distance allows for mopping and cleaning while creating the illusion that the curtain touches the floor.
Floor length: Long curtains that go from above your window frame all the way to the floor to create a traditional, formal look. Typical curtain length for this style is 84 to 96 inches; these curtains will fall about 1/4-inch above the floor.
If you are interested in a curtain with grommet tops, there will usually be an inch and half of fabric above the top of the grommet. Therefore, an 84 inch length curtain with grommet tops will have an actual hanging height of around 82.5 inches.
General Installation Recommendations. When installing curtain rods, hang the rod so that it extends at least 3 or 4 inches beyond the window on each side. This allows your curtains to overlap both the window and the wall to prevent light from leaking in around the window's edges.
How wide should curtains be? To ensure that curtain panels look ample when closed, they should have a combined width that is 2 to 2.5 times the width of the window/rod. That means if you are ordering Grommet style or Rod-pocket style, the total drapery width should be at least 2 times the window/rod widths.
Example: If your window measures 36″ wide (window width x 2 = 72″), you need curtains that will give a minimum width of 72″ or 2 panels for that window. In this case 2 panels will give about 100″ to 120″ of width which will look nice and full.
For a 120-inch window, how wide should curtains be? Depending on the weight of the fabric and how much you want the curtains to be. At least a width and a half is what I would recommend. 180 inches is the width of each curtain.
