Caulk is good to keep on hand. It certainly isn't a substitute for grout by any means. In situations where you need to use grout, such as in a tile project, caulk is ineffective, but it does work for smaller jobs and it's ideal for quick repairs.
Grout and caulk are two different things and cannot be used interchangeably. Grout is for the joints between tiles on the same plane. Caulk is where the planes change or 2 different materials meet AFAIK . Scrape all the caulk out, use a grout saw if needed and re-grout the tiles.
Yes, you can apply caulk for a temporary fix. That seam should be filled with a waterproof caulk, such as silicone, anyways, not grout. The caulk will give you a lifetime waterproof seal.

Step 4: Caulk Tub-Tile Joint
Dig out damaged grout in the joint with a putty knife. Grout does not bond well with porcelain and cracks with movement. Soften old caulk in the tub-tile joint if necessary using caulk softener. Overfill the joint with caulk using a caulking gun.

Mortar Repointing vs.
If you have some isolated hairline cracks, brick caulk may be sufficient for repair. However, if you have larger cracks or crumbling mortar in multiple areas, caulk isn't going to do the trick.

Silicone grout can be used in places where regular grout (cement) does not work very well. These can be places that have high temperatures and a lot of moisture. Silicone grout is resistant to staining, mildew, and mold.
In any tiling installation, there will always be a use for a silicone sealant. This can be used around a bath or around a sink, in the joints between the tiles on the walls, or in our tiler's case in the video, between the tiles on the wall and the worktop.
If the area in which you'd like to install tiles isn't heavily trafficked and is relatively dry—or if you just really hate grout lines—it is possible to install tile without grout by laying the tiles directly next to each other with no space between.

Do not attempt to apply new grout over the damaged existing grout. Just applying new grout over the existing grout is called skim coating grout and the new grout will not properly adhere to the old grout. Over time the new grout will start flaking and chipping away.

You need to do what you can. You need a flexible product to join the 2 planes together either caulk, silicone or grout caulk. grout caulk is the best option IMO for appearance and function. If the cracks and gaps are large i would remove the grout and fill with one of the above.
Generally, silicone is most effective for small to medium-sized gaps, typically ranging from ⅛ inches to ½ inches.
