Based on 70°F (21°C) 50% relative humidity. Allow more time at cooler temperatures. Dries tack free in 2-4 hours, to handle in 5-9 hours and fully dry in 24 hours.
For best results, apply 2 coats, allowing 1-2 minutes between coats.
Dries to touch in 20 minutes, to handle in 1 hour, and is fully dry in 24 hours. Apply a second coat or clear coat within 1 hour or after 48 hours. Apply clear in 2-3 light coats a few minutes apart. NOTE: On plastic maximum paint adhesion and durability is achieved in 5-7 days.
DRY TIME: Surface should be ready for light foot traffic in 24 hours. FOR FULL CURE AND VEHICLE TRAFFIC, ALLOW 5 DAYS. Dry times increase at cooler temperatures. CLEAN UP: Wash tools and equipment with warm water and a mild detergent.
Paint becomes sticky and tacky when it isn't able to dry thoroughly. Paint has trouble drying when the air is overly humid, or the weather is extremely hot or cold. Also, paint can have trouble drying if applied in thick coats.

Speed up any 9400 System project by adding Rust-Oleum High Performance 9400 System Accelerator. When mixed into the top coat, this special additive can cut drying time from overnight to just three or four hours.
For Best Results. Apply 2 or more light coats a few minutes apart. Spray in a steady back-and-forth motion. To prevent wrinkling, spray light coats within an hour, then let dry for 48 hours before applying a topcoat.
Light wet sanding with 600 grit sandpaper is recommended. The freshly coated surface can be buffed with wax or polish after one week.
Prime with Rust-Oleum Surface Primer (or Rust-Oleum Rust Reformer where appropriate). If using Rust-Oleum Universal there is no need to use a primer. Carefully mask any areas of the object not to be painted.

If no indent is visible and the surface is hard, your paint has cured.
Applying the second coat too early will result in streaks, peeling paint, and uneven color. Not only will this ruin the entire project but it'll cost additional money to get more paint in some occasions. It's best to wait for the first coat to dry.
Under normal conditions, oil-based enamel paints will require between 8-24 hours to dry completely due to their thickness. Water-based paint can dry to the touch in 1-2 hours or less. Temperature and humidity have an effect on drying time, so outdoor projects can be expected to take longer to dry.

Once the finish has set up (after an hour), if you recoat to soon, the solvents in the fresh paint will attack and lift or wrinkle the existing finish. The instructions say that after 48 hours, the existing finish should be dry enough to accept another coat of solvent laden paint without lifting or wrinkling.
PAINTING CONDITIONS
Apply only when air and surface temperatures are between 50-90°F (10-32°C) and humidity is below 85% to ensure proper drying. Do not apply to surfaces that will exceed 200°F (93°C).
The surface you painted was contaminated with something like oil that could inhibit drying of the new paint. The Rustoleum was very old or defective. Or you didn't shake the can well to mix it properly.
Spray paints made from enamel are hard, glossy, and are used for small projects. Enamel paints will adhere to just about anything and hold up to multiple washes. Dry time for enamel paint is thirty minutes to be dry to the touch and 8 hours for a thorough dry.
DRYING TIMES
Touch Dry Time - 4 - 6 hours. Recoat Dry Time - 16 hours. Drying times refer to normal conditions (25°C, 50% humidity). Under cooler, humid or still conditions, longer drying times may be necessary.
How long it takes to cure depends on the type of paint: Oil-based paints - about 7 days. Latex paints - about 30 days.
