Roses, in general, can survive winters in USDA Hardiness Zones 6 and above (or in temperatures as low as zero degrees Fahrenheit). As such, they can survive very cold climates, but you should still prepare to winterize them to ensure they have all they need to thrive throughout the winter months.
Generally speaking, potted roses and tree roses of any type should be able to weather a zone 7 winter outside with minimal protection steps. Stop fertilizing by the end of August or first week of September, but continue regular waterings right through winter.
If your roses are growing in a fairly protected area out of harsh winds and extreme temperatures, wrapping with burlap or evergreen boughs will give sufficient winter protection. After the first hard frost of the fall, secure canes to their support and prune off long ends.
Most roses can withstand a quick cold snap of temperatures down to 10 degrees F, but it is best to protect them if you expect an extended period of time when temperatures dip under 20 degrees F. The amount of protection your roses need depends on the climate in which you live.
The Short Answer. Roses are perennials and will come back every year. There are many varieties that will thrive from the cold of zone 2 to the warmth of zone 11. If you live in a climate with extreme seasons and plant a rose that isn't adapted to your zone, it may die and fail to come back the following year.
To cut roses to they will bloom again, remove the dead flower heads to encourage new growth. Dormancy is when to make the move

A stressful growing season, dry fall, extremely cold winter, fluctuating winter temperatures or any combination of these can cause rose canes to die. Don't give up on your roses. If they are hybrid teas and you planted them with the graft several inches below the soil surface they may be alright.
As long as you have plenty of sun and a container, you can grow beautiful roses on a patio, deck or even an apartment balcony. Avoid big shrub roses that are likely to outgrow the pot, as well as climbers and old roses. Climbers need support, and old roses tend to sprawl. Look for compact patio roses instead.
