It's important to know that roses like a steady amount of water but they don't like to sit in water (which can damage the roots).
Roses take in a lot of water after they're cut. Fill the vase 3/4 full with fresh, cool water from the tap, then arrange the flowers in the vase so that the stems are within an inch of the bottom of the vase. This way they'll be able the reach the water they need to stay fresh.
For flowers like roses, woody stemmed flowers prefer a deep drink, so fill the vase up to two-thirds full. For softer stems like tulips, fill the vase just under half way as they're happier with a shallower drink.
Watering Roses
In the fall reduce the amount of water, but do not allow roses to completely dry out. Roses love water—but don't drown them. That is, they don't like to sit in water, and they'll die if the soil is too wet in winter. The ideal soil is rich and loose, with good drainage.
The soil should be well draining. Roses do not like wet feet and will begin to deteriorate if kept too damp.
Most freshly cut roses should last up to one week if properly tended. A common mistake that people always make is forgetting to cut the stems before placing them in a vase.
Fill the vase with lukewarm water. Temperature matters when dunking your floral stems. Prepare a lukewarm bath for your fresh-cut roses as opposed to a hot or cold one, since this water temperature ensures that you don't shock the delicate blooms.
Take off any leaves that grow under the water level because they can attract bacteria. Remove some of the outer petals so the rose can open up more quickly. Add the roses to lukewarm water and add some flower food. Change the water every few days to keep it fresh.
1. Give your roses 1 to 2 inches of water each week in a single watering session from early spring through fall. Increase the frequency to every three or four days in hot and dry weather. Porous soils will also benefit from additional deep soakings.
Keep soil moist during periods of dry weather.
Roses require a fair amount of soil moisture. Avoid the use of overhead sprinklers, as wet foliage favors the development of foliar disease organisms. Water the soil, not the foliage, and water deeply once a week rather than repeated shallow waterings.
Yellow leaves, wilting, drooping, and stunted growth are the symptoms of overwatering. The overwatered roses can be repotted to improve aeration and drainage. The overwatered roses can have black, mushy roots that produce an unpleasant odor due to root rot.
Ensure plenty of sunlight

Sugar. Make your own preservative to keep cut flowers fresh longer. Dissolve 3 tablespoons sugar and 2 tablespoons white vinegar per quart (liter) of warm water. When you fill the vase, make sure the cut stems are covered by 3-4 inches (7-10 centimeters) of the prepared water.
It's usually best to avoid watering your rose bushes during the heat of the day. Try to get in the habit of watering them first thing in the morning before the sun gets too high. This lets foliage dry off by the time the cooler evening air gets to them.

Using vinegar in flower water can help you keep your cut flowers looking fresh and vibrant for several days longer than they would without it. Adding vinegar to flower water helps to prevent bacterial growth, which is often the culprit behind wilting flowers.
Did you know that just by adding a couple teaspoons of sugar to the water in your flowers' vase, you can extend their life? It may be because sugar gives the flowers nutrients that they're not getting now that they're no longer in the ground. Dissolve the sugar in warm water in the vase before adding the flowers.
Florists use warm water only for resuscitating wilted flowers, because warm water is absorbed quickly. For restoring wilted stems, hot water (110 degrees Fahrenheit) is recommended. For woody or badly wilted stems, very hot water (180 to 200 degrees) is better. Florists then move them into a refrigerator.
Roses require the soil to be consistently moist, so the reason your rose is drooping is a likely a sign of drought stress due to underwatering, high temperatures or sandy soils that drain too quickly. A drooping rose could also be a sign of using too much fertilizer or root rot due to boggy soil.
Rose dieback is typically caused by a number of things, like improper nutrient levels and maintenance, fungus and insect damage, plant age, and improper placement, says Matt Arnett, a Georgia-based certified plant professional with Pike Nurseries.
Freshly cut roses are able to store water in their roots so they can easily stay fresh without water for up to three days or even one week. Be careful, though, if you have roses in your yard and you neglect watering them. They will die during the hot season because they can't survive without water for too long.
