Improper Painting Surface Preparation
The painting surface needs to be thoroughly prepared before the paint job is initiated. When the paint is applied on an unprimed or uneven surface, it will start blistering and peeling. Proper prep work is a must if you want to avoid this.
Unfavorable temperature; Waiting time is too long; Exposure to outdoor UV. But the current type of Painters tape completely covers the impact of the above reasons.
See Prep & Tape Application to learn how to mask like a pro. Can I tape a surface I just painted? You should wait at least 24 hours before applying tape to a freshly painted surface, and choose a tape designed specifically for this application, such as Scotch® Delicate Surface Painter's Tape.
For delicate surfaces such as painted walls, wallpaper, wood, and ceramic, we recommend using warm water and soap to avoid damage. Simply soak a microfiber rag in warm, soapy water (dish soap will work just fine). Gently rub the sticky area until the residue begins to loosen.
Impact: masking tape can be used for painting, but it needs to be removed in a matter of hours; while painter's tape can be left on for a long time and still leave no residues when removed. The ideal time to remove masking tape from a home improvement project is when the paint is dry to the touch, usually after at least one hour.
If paint is allowed to dry fully before the masking tape is removed, the tape is more likely to tear some of the paint away as you peel it, but if you remove the tape too early, particularly on vertical surfaces, some paint may start to run.
If you have recently painted your walls, this usually indicates that the paint has not fully cured. Stretching the tape as you apply it can also cause it to lift off of the wall. It could also mean that the surface was not properly prepared.
When to remove painter's tape after painting. Tape should be removed when it feels dry to the touch, which is ideally about an hour after painting. If it still feels gummy, leave the tape on overnight and remove it within 24 hours, when it finally feels hard and dry.
Wait until the paint is dry to the touch before removing the tape. Check the paint can for the manufacturer's dry times. Use a putty knife or razor blade to score along the edge of the tape. This prevents paint from being pulled up with the tape and from cracking along the paint line.

Peel Stop® tightly bonds to old paint and problem areas forming a sound surface for new paint. Peel Stop® forms a tough acrylic film that stays flexible and helps prevent peeling by letting moisture escape. A clear sealer, Peel Stop® works like nothing else to stop peeling problems on old or new surfaces.
If the old paint is flaking, bubbling, or peeling off, it might not be a good idea to paint over it directly. This is because the new layer of paint might not adhere properly to the surface, leading to an unattractive and uneven finish.
