There are lots of things different about this Cleon; one of them may well just be that his eyesight is a little better or his hands a little steadier. Or because he's left-handed, he might have a different dominant eye as well and thus aim his weapon differently. Not necessarily because he's color blind.
As the corruption of the Genetic Dynasty becomes more apparent, Cleon intends to try and change the Empire by marrying and having natural children.
In Episode 10 of Season 1, called "The Leap," Brother Day takes a walk through the garden with Azura Odili (Amy Tyger) — the woman that is the face of the uprising that infiltrated the trust of Brother Dawn and forever altered the Cleonic genetic line by tampering with its DNA.

Season 1 started off with: Cleon 11th (Dusk), Cleon 12th (Day), Cleon 13th (Dawn, young boy). Each Day (middle throne) rules from age 30 to 60. Season 2 is about 174 years since Hari and Gaal left Trantor for Terminus.
Assuming that all cleons are at the same age when one of them dies, that means Cleons live for about 90 years since Dawns are about 30 when they become days, become dusks about 30 years later, and then die about 30 years later.

Dawn is, officially, 14/15 in season 5, so 15/16 in season 6 and 16/17 in season 7. However, first, she was initially written as a 10 year old for season 5. They aged her up because they liked Michelle Tratchtenberg in the role, and she really couldn;t pull off 10, she was simply too old for that.
Since the two are filming at the same time, Gomez decided to step down from her role as Dawn in order to focus on her debut as a superhero. America Chavez is a Latinx hero who identities as a lesbian — which is a super-cool role that Gomez gets to play.

The real reason Cleon XIII saw no vision is because, as a non-Luminist, he didn't consider the trial sacred to begin with and only underwent it for political reason, and possibly because Demerzel tampering with his mind left him, like all the other clone emperors, much poorer in lived experience than a normal person.
