Artist's tape, or Drafting Tape is specially made to come off of a surface cleanly, without tearing whatever it is put upon. It is more expensive than the other tapes that are discussed here, at around $7.00.
If you pull the tape too quickly though, you're likely to tear the paper. Instead, pull the tape slowly and gently and let it release from the surface gradually. Also consider the angle at which you pull the tape from the surface.

Masking tape comes in two main varieties, standard and low tack. Both are designed to be held in place by the built-in adhesive but can easily be peeled off surfaces without leaving a residue. These qualities make masking tape ideal for a variety of decorating tasks including both wallpapering and painting.

Yes. The difference between painter's tape and masking tape lies primarily in the adhesive. Masking tape is designed to be extra sticky and not come off, while painter's tape is designed to have a low tack that makes it easier to remove after painting and less likely to leave residue.
**Not for use on wallpaper, delicate surfaces, polyethylene and polypropylene plastics or other non-stick surfaces. For best results surfaces must be flat, clean and dry. Tape should be applied at temperatures of at least 10c. Ensure depth of object does not exceed 19mm.
Green Frog Tape has medium tack (slightly less than typical painter's tape), and is safe on most surfaces. Taping off carpet and fully-cured walls are common places to use this version. Yellow Frog Tape is the best choice when needing to mask off anything with a delicate finish.
Adhesive Wall Putty
Many brands (such as Blue Stik, Scotch, Gorilla, and others) offer damage-free adhesive putty that is not only removable but reusable. The putty allows you to use as little or as much adhesive as you need, making it a fairly versatile and adjustable way to hang items.

Use a hairdryer
Hold the hairdryer a few centimeters away from the surface until the heat will soften the adhesive, then gently remove the tape from the wallpaper. As an alternative to hairdryer, you can also use a heat gun or even a blow torch (just be careful, they can be REALLY hot!).
Putting masking tape on wallpaper can potentially damage the wallpaper when removed, as the adhesives on masking tape are more designed for surfaces like painted walls, where they can adhere securely without causing harm upon removal.

Double sided tape can peel paint if it's left on for too long or if it's removed too forcefully. It's important to remove the tape slowly and carefully.
Gorilla Mounting Tape is a permanent tape and may cause surface damage. If tape must be removed, the mounted object must be removed first.
