An adhesive primer is usually a dilute solution of an adhesive in an organic solvent applied to a dried film with a thickness of 0.0015–0.05 mm. Some of its functions include • Improved wetting. • Protection of the adherend surface from oxidation after surface cleaning.
Best bonding primers are xim oil and bin shellac. Bin can only be used to spot prime outside. Both stick to anything and the bin is the best stain blocker also. I would use the bin for what you need.
Dulux Primer for Difficult Surfaces is suitable for MDF, tiles, melamine and UPVC. It provides excellent adhesion on difficult interior and exterior surfaces.

Universal primers are complementary to nucleotide sequences that are very common in a particular set of DNA molecules and cloning vectors. Thus, they are able to bind to a wide variety of DNA templates.

I personally use Zinsser oil-based Cover Stain on just about everything. And on the can, it says that it'll stick to anything without sanding. But even still, I would never paint something as slick as melamine without roughing up the surface a bit (or a lot) first.
Some surfaces are especially “slick” and pose a unique challenge for even the best primers when trying to get a coating to stick to them. Some examples would be factory coated metal sidings, ceramic tile, glazed block, plastic and vinyl shutters, and surfaces with a high gloss finish.

Whether you're sealing wallpaper to paint over or sealing adhesive on walls after removing wallpaper, use Kilz Original or Zinsser Coverstain and buy an OV respirator from Sherwin. Both are oil primers and make you sick. Kilz Original has a low odor version if you can find it. Oil primers seal and adhere 10/10.
While primer is an important step, it's not always necessary. You don't need to use a primer if your paint project has all of these conditions: You're painting drywall surfaces that are smooth, clean, and don't need repair. Surfaces were previously painted with latex in a flat or eggshell finish.
