A modern combi-boiler, which provides instant hot water, is generally considered to be more energy efficient than a 'stored' hot water system. It heats the water you need to use rather than heating a large tank of water that might not be used and then left to cool down again.
Use a microwave oven. Put in a cup full of water, shut the door, hit the start button, wait for three minutes, open the door and your hot water is ready in a cup. Ideally the cup should remain cool to touch, but it does become a little hot but not all that hot to scald yourself.
Unless your area has hard water, it is very unadvisable to microwave water. Microwaves can superheat water if you're not careful, causing it to boil violently when disturbed. A stove kettle or electric kettle are the safest way to heat tea water.
