A small tub of warm water and dish soap will help with more stubborn grime. Careful with harsh chemicals, like bleach and ammonia, as they can damage aluminum blinds as well as vinyl and wood. Closing the blinds will give you a flatter surface area to clean.

Clorox® Disinfecting Wipes may be appropriate for vinyl, plastic, aluminum and sealed wood, and can easily wipe away built up dust and grime. If allowed, wipe each slat with Clorox® Disinfecting Wipes, gently wiping the top and underside of the slats at the same. Use additional wipes as needed.
A mix of one part water, one part white vinegar can be used for extra grimy plastic and faux wooden blinds. Close the blinds and wipe over each slat, then turn them over to clean the other side.

Well, dusting them once every few months and one annual thorough cleaning should be enough for both materials – vinyl and fabric. However, you also have to consider where the blinds are located.

Bleach can damage your vertical blinds, so if you want to give it a try and clean a spot that is giving you a tough time. You need to try on a spot that cannot be noticed easily if it happens to work then you can give it a try with your vertical blinds.
Using a dryer sheet will make it easier. Just wet a fresh dryer sheet and start scrubbing. The sheet's texture does a great job of scrubbing away that unwanted soap scum. You can also take a dry sheet and store it in your toilet paper holder to absorb smells.
Scrub Away Stuck-on Food from Pots and Pans
The silicone coating on the dryer sheet will help soften the food. The next morning, use the dryer sheet to wipe away the food. The slight texture of the polyester woven sheet will remove the traces of food and won't harm the finish of non-stick surfaces.
Dryer balls are a chemical-free, economical alternative to fabric softener and dryer sheets. They are made from either plastic or wool and are used to reduce drying time, decrease static cling, and soften clothes. Unlike other alternatives, dryer balls do not contain any compounds or ions.
Put the blinds back up and dry them with a towel, or hang them outside to air dry. If the heavily soiled blinds are made of wood, dust them with a microfiber cloth or the brush attachment on your vacuum cleaner.
