A general rule of thumb is to wear clothes that are appropriate for weather 15 to 20 degrees warmer than the actual temperature. For example, if you're planning to run in 30 degree weather, dress as if it's 45 to 50 degrees. This ensures that you stay warm during your run without overheating.
Even when it gets to 20 degrees or below you can get outside—I use three tops (an outer wind resistant jacket over long sleeve thermal layer over a thinner wicking layer) and one or two bottoms (running pants over tights—or one winter-tight layer). Below 40 degrees you will probably want gloves or mittens and a hat.
Endurance athletes, in particular, subscribe to the 80/20 rule, often called 80/20 running by marathon runners or polarized training by cyclists. No matter where they are in their monthslong buildup to race day, whether they're doing two miles or 20, 80 percent of the runs are easy and 20 percent are at race pace.
Usually three layers will be needed, especially if you are expecting the temperature to be nearer 20 than 40.
For temps right around 20*F, I do like to use a fleece-lined ear warmer or thin hat, a sweat-wicking base layer (thinner for temps into the 20s, thicker if the temperature is a little under 20 degrees), a thicker jacket that has windproof or at least wind-resistant properties, brushed or lightly fleece-lined tights, ...
Running in Temp between 20-26°C
Warm temperatures require adjustments in intensity. Running between 20-26°C may trigger an increase in perceived exertion. Choose lightweight clothing, stay hydrated with water or a sports drink, and be mindful of signs like muscle cramps.

As previously mentioned a cold wash is best for a coloured load, as it stops the colours form bleeding and running. It can also help to preserve the brightness of the colours and stop them from fading. The lowest temperature found on a washing machine is 20°C so for best results use 20°C-30°C.

Understand heat index dangers: Avoid running outside if the heat is above 98.6 degrees and the humidity is above 70-80%. If the humidity in the air is so high that it prevents the process of evaporation of sweat from the skin, you can quickly overheat and literally cook your insides from an elevated body temperature.
Remember that when you see a weather forecast on TV, in a newspaper or on the radio, that anything from 20 degrees upwards is going to be warm, above 25 degrees is hot, above 30 degrees is very hot.
Running in temperatures up to 20°C
These are temperatures at which many of us start to view conditions as less than perfect, especially at the top end. The Run SMART Project calculator by Jack Daniels, author of Daniels' Running Formula, calculates that at 20.5°C, a 45-min 10K runner will be 41 seconds slower.
