Any combination of fixtures within two bathroom groups located on the same floor level is permitted to be vented by a horizontal wet vent.
If there are two bathrooms that are adjacent to one another or a bathroom that has a separate water closet (WC), wet venting is acceptable so long as both are at the same elevation. However, when bathrooms are on two different floors of the home, even if one is directly above the other, using a wet vent is not allowed.
Wet venting is limited to vertical drainage piping receiving the discharge from the trap arm of one and two fixture unit fixtures that also serves as a vent not exceeding four fixtures.

While wet plumbing vents are better for two or more bathroom fixtures simultaneously, all the fixtures should be on the same floor. They cannot be installed on separate floors. When connecting a toilet in the wet vent system, the toilet should be lower than other fixtures utilizing the same vent.

The International Plumbing Code (IPC) is created by the ICC and gets a lot more input from contractors rather than members.

Dry vent and wet vent connections to main drain lines are made differently. A dry vent must connect at an angle of 45 degrees or greater, measured from a line cut horizontally midway through the pipe. Because it carries water and air, a wet vent must connect at an angle less than 45 degrees to this line.
Not more than one wet vented fixture drain shall discharge upstream of the dry vented fixture drain connection.

Can my toilet and sink share the same vent? Yes, the toilet and sink can share the same vent, as can the shower.
It's typically recommended that you go with a 2" PVC pipe for the vent. This is according to the uniform plumbing code (UPC). It may not be enough, depending on how many fixtures you are trying to run off the vent. You should check with local building code requirements to be on the safe side.

Sanitary tees may be used for horizontal drainage flow through the run of the tee where the branch of the tee is for venting only and is oriented within 45 degrees (0.79 rad) of the vertical. A sanitary tee can be installed on its back for venting applications in sanitary drainage.
No more than four water closets or bathroom groups shall be installed within any branch interval of a 3" drain stack, and no more than a total of twelve on the stack.
