Get some denatured alcohol, not rubbing, on a rag and rub the surface. If the paint melts, it's water based. If it just cleans the surface, it's most likely an oil.
Behr Tech Support: Thank you for your reply. Our Premium Plus paints are 100% acrylic. This means the acrylic resin used in the product has not been cut or diluted in any way. The resin itself is 100% acrylic but it is still a latex product in that it is a water clean up. Acrylic means that a product is waterbased.

The test to determine whether your paint is oil-based or water-based is pretty easy. Simply put some methylated spirits on a rag and wipe at a small section of your wall. If the cloth is stained with the wall colour, it is water-based.

Low Odour - water based paint smells much less than oil based. Quicker Drying - most water-based paints are dry within a couple of hours where as oil based paints often take a minimum of 16 hours to dry. Non Yellowing - oil-based paints can start to yellow over time, which is not the case with water-based paint.
In addition, water-based paint is preferred when covering an oil-based product because it has a faster drying time and resists fading in the sunlight for exterior applications.
Both can work, but acrylic paint's elasticity and resistance to wear and tear make it better for high-touch areas and furniture. Latex paint works well for larger indoor projects where low toxicity and easy cleanup with a brush are priorities.
Oils Blend Like a Dream
One of the most significant advantages of oil painting is its ability to blend with little effort. The slow-drying nature and creamy consistency of oil paints allows me to manipulate the colors on the canvas, effortlessly blending shades together to create smooth transitions and soft gradients.
One way to tell is to perform the “rag test” by using a clean white rag and a small amount of paint thinner or mineral spirits. The rag test can help you to tell if the paint is oil-based or water-based.
Finally, rub a cotton ball soaked with rubbing alcohol over the area. If the paint comes off, you have latex-based paint. If it does not, you have oil-based.
