Depending on how strong or bold the previous color is, it may be necessary to apply more than one coat of primer. However, it is not necessary to over apply the primer with so many coats. As long as the primer applies uniformly over the previous color, then one or two coats should be sufficient.
Although each surface and base color will be different, it's a safe bet that two coats of primer will achieve any priming goals you have.
It is not the primers job to provide the final complete paint finish – that's the paint's job. Even if it doesn't look completely covered, one or two coats is all you need as long as it is evenly applied.

It's recommended to wait at least 24 hours before adding a coat of paint over your primer. Painting over it soon could cause your paint to adhere to the wall improperly, flaking and peeling.
Inspect and Sand: After drying, check for drips or rough spots, sanding lightly if necessary.

You will want to use 2-3 coats of primer to ensure there is a good bond between the new paint and the wall, and also to cover up any previous colors, especially if they are red, orange, or a strange outdated color. In short, you will typically need 2 coats of primer for most painting projects.

HOW LONG DOES IT TAKE FOR PRIMER TO DRY? Most latex primers dry to the touch in 30 minutes to one hour. But for best results, don't paint until the primer completely dries—which can take up to 3 hours, depending on temperature and humidity. Once the primer is completely dry, it's prime time for painting.
When the oil-based primer is completely dry, the surface may still have a few small imperfections. This is typical even if you are a pro. The surface may feel chalky or even slightly rough. Using a Sanding Sponge, lightly sand the entire surface.

The glossy surface of oil-based paints makes it so difficult for any other paint to bond. That's why, if you apply water-based paint straight to oil-based, it will flake and crack as the water-based paint pulls away. So, to get oil-based ready to paint over, you need to take away a lot of that gloss.
Use on interior and exterior surfaces including woodwork, drywall, plaster, paneling, masonry, brick, painted metal and properly prepared glossy surfaces†. Use under or over water-based or oil-based paints.
Prior to applying the primer, remove any mold or mildew with a proper remover or have it removed by a professional. In severe cases, the moldy substrates may need to be replaced. Once the surface is mold and mildew free, ensure it is clean and dry before applying primer.
KILZ ORIGINAL INTERIOR/EXTERIOR Primer has excellent adhesion and penetration to bare wood. It also dries quickly and provides a mildew resistant coating. It can be used under water-based or oil-based paint. Not recommended on flooring.
Assuming you're referring to Kilz Original in the 450 voc it'll dry to touch in about 30 min and recoat in 1 hr. based on 77 degrees and 50% humidity. Higher humidity and lower temp will extend that a little.
Sanding the primer before painting is not just a recommendation; it's a critical step in the preparation process for painting a car. Skipping this step can lead to a less than satisfactory finish and potentially compromise the paint's durability and appearance over time.
For best results allow Primer to dry for 1 hour before dry sanding. Test in an inconspicuous area to be sure Primer is dry enough for sanding. Block sand the area using 320-400 grit sandpaper.
