Yes, you can paint over a high gloss without sanding. Start by cleaning the glossy surface with sugar soap and water. Once it's completely dry, scuff it with a de-glosser and let it dry for at least 10 minutes. After that, apply a suitable primer and then paint.
You can use oil-based, water-based latex, acrylic, or any other type of paint to paint over the gloss paint because the surface has been sanded and prepared. You can find paint at paint supply stores, at home improvement stores, at department stores, and online.

Yes, it's possible to paint over gloss without sanding, but you will be risking future peeling issues. Since gloss is a smooth surface, it needs to be roughened up for paint to clasp onto it easily. If not, you will want to use a deglosser to wipe down the surface before painting.

Sanding does not have to happen when you paint over a high gloss. Make sure you clean the glossy surface with sugar soap and water first. You will need at least 10 minutes to let it dry before scuffing it with de-glossing. Put on the paint with a primer and then apply a thin layer of paint.

Oil-based paint, just like oil-based primers, will adhere to glossy surfaces easily because of the way they are formulated. Can Emulsion Be Used As Undercoat? Yes, you can use water-based emulsions as an undercoat and then overcoat using a water-based gloss or satin finish. While this would not be done by a professional decorator due to it leaving a less impressive finish, if this is all you have at your disposal, it will be perfectly fine.
The key to painting over high gloss furniture is a good scuff sanding to break up and dull the shiny finish and an excellent BONDING PRIMER!
