Simply put, wood stain typically dries faster in heat.
If it's too wet or cold, the drying time for stains can easily double. In extreme cases, the product will just stay wet until the humidity decreases or the temperature rises. Oppositely, if it's too warm, the stain will dry very quickly and could lead to lap marks or uneven penetration.

In summary, to speed up wood stain drying time, you need to apply it properly by wiping off the excess stain, ideally have a low humidity and high temperature environment, and put it in the sun for a few hours. 50-90F or 10-32C is generally the optimal temp range for most stain/sealer products. Too cold and it won't penetrate as it should. Also, you want to do it while the deck wood is dry so it will absorb well. Keep an eye on the forecast and you might catch the right conditions.
With a staining brush, work both with the grain and against it. Don't worry about being neat; all that matters is getting a nice, even, liberal coat over the wood. Wipe the stain off immediately if you'd like a lighter tone. But for a deeper tone, leave the stain on the wood for 5 to 10 minutes before wiping it off.
Never allow any stain to dry on the wood surface—it will prevent the clear finish from adhering and cause other issues. Remove the last of any unabsorbed stain with a dry cloth, wiping in the direction of the wood grain.
Applying the second coat too soon can result in peeling or uneven coloration, while waiting too long may hinder absorption. Manufacturer Guidelines: Most stains recommend waiting at least 4 hours between coats or until the first coat is completely dry.
Avoid Over Application
Decks are best stained with a semi-transparent wood stain. People are often mistaken in thinking that applying more coats will make the stain more durable, and therefore last longer. However, oversaturation will create a thick film on the surface that will flake and peel off in a matter of weeks.
Two coats are required to achieve the target color. However, a third coat can be applied to deepen the color if desired. Is a protective sealer/topcoat required after staining? No, this is a two in one product that already provides clear topcoat protection.
Perform a tape test by adhering plastic tape to the wood for 1-2 hours, then check if the underside of the removed tape is dry. Use a moisture meter to test different areas – look for readings of 15% moisture content or less for dry enough wood to absorb the stain.
Give it a few more days to see if it improves. Another possibility is that the stain was old or came from a bad batch. In either case, if the tackiness doesn't go away, wipe the wood down with mineral spirits or naphtha to remove most of the stain, let it dry thoroughly, then try again using a fresh can of stain.
Applying polyurethane on stained wood is a common practice to enhance durability, protection, and appearance. It provides a protective topcoat that seals in the stain and adds a glossy or satin finish, depending on preference.
Dry wood using moving air
Please note that: The air does not have to be hot. Using hair dryers etc. is unnecessary and potentially very dangerous.
Hot water will set some stains, particularly protein based stains. Use cold or warm water on these before washing in hot water. Always test to be sure that a stain removal product will not damage fabric by applying to a small part of the fabric that is not easily seen.
In order to achieve a darker finish, layering stains is the way to go. Here's how to do it effectively: Apply several thin coats of stain rather than one thick coat. This allows you to build up the color gradually and achieve the desired depth.
If it's too cold, your stain won't penetrate the deck's wood, and the adhesion process will be compromised.
You can also leave the wet stain on the wood for longer before you wipe away the excess - sometimes as long as 15 minutes. This may help you achieve a deeper color. Note: check the label directions for the particular stain you're using to see the maximum time you can wait before wiping off the excess stain.
If you apply a second, unnecessary coat of stain to wood that is already adequately covered, you risk creating a tacky surface that is prone to early peeling because the second coat is not penetrating the wood surface, but simply laying on top of the first coat of stain.

Brushing is the slowest method of applying stain. So not only might you get blotching or lap marks, you're also wasting time. It's more efficient to wipe stain than to brush it, and you're less likely to have color problems.
Do You Have to Sand Before Staining Wood? Wood needs to be sanded well before it can be stained. The process opens up the wood's pores to better absorb the stain. It also smoothes away scratches in the surface which will only be enhanced by stain.

OIL BASED products are dry if they are no longer tacky and do not emit a smell. WATER BASED products are dry if they no longer feel cool to the touch and a powder will form with light sanding.
Most of the time when stain is still tacky it is because it was put on to thick. Did you wipe it down after you put it on? Wipe it with mineral spirits and re-due what needs done again.
It is important to wipe off the stain thoroughly and consistently (in the direction of the grain) to get an evenly stained surface. If a darker, or deeper color is desired, allow the first coat of stain to dry for 24 hours, then apply a second coat of stain in the same manner as the first.
