Mod Podge the paper/fabric down and let it dry for 15 minutes. If it peels off really easily, it's not going to work. If it is more difficult to peel off, then you should be safe to Mod Podge the item. You'll still be able to peel off the Mod Podged paper/fabric, so don't worry about ruining the surface.
Wait about 20-30 minutes and then apply your vinyl lettering ontop of your modpodged surface.
