Here's the good news: You can remove urine from concrete patios by using baking soda and vinegar, hydrogen peroxide, and an enzyme-based stain remover, among other methods.
How To Get Cat Pee Out Of Concrete. The first step in removing the cat urine smell from concrete is to clean up the area to remove the bacteria. Instead of using soap, which can make the cat odor worse, soak the area with white vinegar and let it dry. Once the vinegar is dry, clean the area with a mop or deck brush.

If urine has had time to soak into the concrete, we recommend cleaning the area with tri-sodium phosphate (TSP) to make it easier for OdorXit Eliminator to reach the urine. Using chemical resistant gloves, mix 1 part TSP into 32 parts water. Lightly scrub the mixture onto the surface.
Urine smells like ammonia, and this is neutralized with white vinegar. After blotting the area dry, pour the vinegar solution on the affected area, and let the solution soak for 10 minutes to reach the deepest fibers in the rug. Use paper towels to blot and dry the vinegar solution.
Mix a one-to-one solution of white vinegar and water. Using a sponge, rub the solution onto the stain. Let it sit for 5-to-10 minutes, and then wipe it up with a clean, dry towel. Some experts advise using a more diluted formulation of 1/2-cup vinegar to one gallon of warm water.
Hydrogen peroxide is your friend.
Use a ratio of 1:1 cup vinegar and water along with 1/4 cup of 3% hydrogen peroxide. This solution is safe for pets and carpets (but be sure to test this solution on the corner of the rug to ensure it doesn't cause discoloration).
Concrete is porous. When urine lands on a concrete area, it bonds tightly to the concrete as it dries, penetrating deep within its pores. This can make odor removal particularly difficult. That terrible stench lingers long after the liquid has been absorbed, and can last months unless treated properly.
Question: What effect, if any, do dog feces and urine have on finished concrete? Answer: The single most common effect of all animal waste on concrete is that it will wick into the gel pore system of the concrete and allow bacteria to grow.
For example, daily cleaning can disinfect the surface of the concrete but the bacteria hides deep inside the substrate causing awful smells to continue. You can permanently solve this problem by sealing your concrete with Creto Deep Penetrating Sealer (DPS), Resist All, or Kennel Concrete Sealer.
DIY #1 – Vinegar And Baking Soda
Cover the stain with a towel or plastic wrap and wait for the spot to dry completely (may take up to 2 days). After it is dry, remove the wrap or towel and pick up any leftover baking soda. Then, rinse the stained area with water, pat it dry, and vacuum up any excess moisture.
Aside from using bleach or white vinegar, you can actually make very powerful odor eliminators at home. Try mixing a cup of peroxide, three tablespoons of baking soda, and a couple drops of dish detergent. Spray the area, allow it to sit for about 20 minutes, and rub the area until the foul smell is eliminated.

Will Vinegar Damage Concrete? Cleaning concrete with vinegar will not damage it! However, saturating concrete for an extended period will damage the cement that binds concrete together. Over time, vinegar erodes the concrete itself, so be careful.
Vinegar does not dissolve concrete itself but can degrade the cement that binds concrete together. As a weak, dilute acid, vinegar will cause only minor damage to concrete but can take the shine off polished surfaces. It can, however, be used to remove small amounts of cement from tools.

Drink Enough Fluids
However dehydration leads to concentrated and intense-smelling urine. Try to focus on drinking six-to-eight glasses of water (or, if you're having hydration issues, clear broth) a day; your urine should be diluted and its odor will be reduced.
24 hours or more is best. Pet urine enzymatic cleaners work best when the concrete is completely dry before treatment. As a note, the TSP may create a whiter-looking area or areas on your garage floor since it is getting the concrete very clean.
Not much. It will leave a darker area, even when it's dry; however, the first good rain (or hosing down) and you won't see anything left.
Adding urine to white vinegar might cause bubbles or a change of color –– you're adding a yellow substance to a clear/white one, after all.
The white vinegar solution method works to both clean urine stains and eliminate lingering smells. Baking soda is a natural odor neutralizer, and white vinegar breaks down many of urine's strong-smelling chemical compounds.
But common pantry essentials that are often used for cleaning — like baking soda and vinegar — shouldn't be mixed either. Unlike the bleach-ammonia mixture, combining soda and vinegar won't hurt anyone — but don't expect the mixture to do a good job cleaning, either.
