Kilz is a great stain blocker but is not meant to be a finished paint.
There is no such thing as paint and primer in one. Those products are just paint with somewhat better covering characteristics. They do not contain primer. Primer is there to prevent paint failure by adhering securely to the substrate. Bare surfaces almost always need actual primer.
Use on wood, drywall, plaster, paneling, wallpaper, masonry, brick, painted metal and properly prepared glossy surfaces†. Not recommended for mold or mildew-prone surfaces or on flooring.
A: Yes - Kilz 2 is a great exterior primer for such applications. You state "fascia board" so it sounds like you would be applying this over top of existing paint layers (which is fine).

A paint and primer in one is not designed for every project. Some surfaces require specialty primers that block out color, have higher adhesion qualities or handle corroded surfaces. Exterior surfaces such as wood and metal require a primer for proper adhesion and blocking power.
Priming is not always necessary for every project, especially as many Benjamin Moore paint products are self-priming (paint and primer in one*). Before you select a primer for your project, you should first determine whether you even need to prime.
It may be due to poor plumbing, pipe/tap leaks, corroded pipes, clogged drains and the failure of the waterproofing membrane. This creates a high humidity and moisture that gets in between the paint layer and the surface underneath. Eventually, peeling off paint occurs.
Depending on how strong or bold the previous color is, it may be necessary to apply more than one coat of primer. However, it is not necessary to over apply the primer with so many coats. As long as the primer applies uniformly over the previous color, then one or two coats should be sufficient.
Kilz works to trap and seal odors, block stains, or even fill in porous surfaces. By doing so, it leaves a smooth base for fresh paint to go on smoothly and look its best.
It's recommended to wait at least 24 hours before adding a coat of paint over your primer. Painting over it soon could cause your paint to adhere to the wall improperly, flaking and peeling.
It's ready to brush, roll or spray and can be topcoated after one hour with latex or oil-based paint. Use KILZ STANDARD Primer on almost all interior surfaces including wood, drywall, plaster, brick, masonry and more.
Original Kilz Primer allowed more seep through when put in two coats to two different walls in the same area, whereas Zinsser provided superior coverage.

Of the two, satin is more durable and is slightly less likely to scuff or mark than eggshell and it's easier to clean when it does get marked. This makes it a better choice, especially for woodwork such as painting skirting boards, than eggshell for high traffic areas like hallways and living rooms.
What makes a paint and primer in one? Usually just a higher concentration of “solids”, which are the materials in a paint that provide what painters call coverage or “hiding ability”. So, a “self-priming paint” is just a thicker paint that is more likely to hide the underlying color that you're painting over.
While primers are generally less expensive than paint, avoid substituting a prime coat for a full coat of paint. Given this fact, why not just buy the cheaper primer and use it as one of your coats of paint? Whether you tint the primer color or not, it does not replace an extra coat of paint.
If the primer is allowed to weaken and chalk up over some time, it will limit the ability of future paint coats to adhere properly and make it challenging to apply fresh paint after the exposure period. Although they are both paints, sealers are completely different from primers.
In order to save time and money, professional painters recommend using a good primer.
The paint will simply cover the visual presence of the mold, such as the spores and dark spots that it leaves as it grows. The mold will never be eliminated when you throw a coat of paint over it. Instead, it will keep growing and eventually reappear through the paint.
KILZ® MOLD & MILDEW† Primer is a water based primer-sealer-stainblocker that is specially designed for residential surfaces in high humidity, moisture and temperature environments such as kitchens, bathrooms, powder rooms and laundry rooms.
Hydrogen Peroxide: A mixture of hydrogen peroxide and water can effectively kill black mold. Apply the solution to the moldy wood, let it sit for about 10 minutes, then scrub and rinse. Baking Soda: Create a paste using baking soda and water, apply it to the moldy wood, and scrub gently.
