Drying times can vary, but generally, liquid sandpaper needs to sit for the amount of time specified on the product before you wipe it off and proceed with painting.
Liquid sandpaper just roughens up the surface so you can paint over it. It doesn't replace normal sanding if you see trying to remove material.
The surface starts to turn hazy almost immediately. Even though it started to work right away you still want to grab a paint brush (I use a chip brush) and spread a thick layer of liquid sandpaper over the surface. And let it sit for 30 minutes.

Apply the liquid sandpaper. Spread it across flat surfaces with a rag or large brush, then work it into recessed areas with a smaller brush. Give it time to soften the surface.

You can use a primer after this step or go straight to painting. That is up to you and depends on your piece and your end goal. The deglosser I use is also a degreaser so it helps clean your piece as you degloss saving you a step in the process.
Let the deglosser completely dry and maybe even let it sit for a few hours to a couple of days to make sure there are no damages to the wood or quality of the item. You can even apply a small amount of paint, stain, varnish, etc., to the area after the deglosser dries to make sure the desired results are achieved.
Liquid sandpaper alternatively also works well for removing a polyurethane topcoat from cabinet doors. Apply using the directions on the bottle.
Poor paint adhesion is one of the most common consequences of skipping the sanding step. Without sanding, the cabinet surface remains smooth and may have a glossy finish or residual substances that hinder the paint from properly adhering.
Try a higher grit using less pressure. You're caking the dust particulates, meaning you're too aggressive, causing the dust to heat up and essentially melt with the paint into a coagulation that clogs the paper.

When To Use a Paint & Primer In One. If you want to paint a wall that already has paint on it, and there won't be an extreme change in color or texture, then you are free to use a paint-and-primer-in-one because it can be useful for these scenarios. Paint-and-primer-in-one works on pre-painted surfaces.

Stretch it out, rinse off, dry and store
I use three bricks, because it tends to want to coil up on you. The flatter you can get it, the easier it is to rinse off. And if you find black spots that don't come off, use a wire brush on them; just scrub them a bit. Almost all of them will come off; they always do.
