You should install two layers of insulation in your attic; wood joists must be covered to allow the air to move. The first layer will sit between the joists, and the second layer will run perpendicular over the joists. The first layer should have the facing against the drywall to act as a vapor barrier.
Provided the existing rolls are in good shape, you can absolutely retrofit batt insulation with blown-in insulation! Materials can even be mixed, such as blowing in cellulose insulation on top of fiberglass batts (or vice-versa).
In many cases you can install new insulation over old. Your old insulation may not be very effective on its own any more, but it probably has some insulating power.
It is possible to over-insulate your house so much that it can't breathe. The whole point of home insulation is to tightly seal your home's interior. But if it becomes too tightly sealed with too many layers of insulation, moisture can get trapped inside those layers.
As a general guideline, it's advisable to install double layers of thermal insulation throughout your house. Nevertheless, this may not be feasible in all areas due to space limitations. Typically, it's not practical to add two layers of insulation within the walls of your home.

When insulating, check to make sure that your insulation fits snug to the boards and joists for optimal energy efficiency.
R19 Insulation offers superior thermal insulation compared to R13. With a typical thickness of 6.25 inches, R19 fiberglass is designed for use in 2x6 wall cavities, making them suitable for colder climates where higher thermal resistance is necessary.
Fiberglass insulation typically needs to be replaced 15-20 years into it's life, as it can easily become dirty, wet, moldy, and ineffective if there's a roof leak or water damage of any kind.
If your building is located in an area with extreme weather conditions, double insulation can be a game-changer. For instance, in regions with harsh winters, double insulation can prevent heat loss, keeping the interior warm and comfortable.
If your insulation is just level with or below your floor joists (i.e., you can easily see your joists), you should add more. If you cannot see any of the floor joists because the insulation is well above them, you probably have enough and adding more may not be cost-effective.
Generally speaking, vapor barriers are considered an essential moisture-blocking tool for climates that experience significant levels of humidity. For that reason, building codes in more humid locations will often require them, in which case you might not have much say about whether to install one or not.
While loft insulation is an effective way to improve energy efficiency and reduce heating costs, over-insulating can lead to several potential issues. Firstly, over-insulation can lead to poor ventilation in the attic, which can cause moisture buildup and increase the risk of mould growth.
Any reputable insulation installer will thoroughly remove old insulation before putting in the new. However, as a homeowner, you should double-check that they remove all of the old insulation as a first step.
At first it may seem odd to add insulation for warmth and then purposely allow cold air to enter the attic through vents, but this combination is the key to a durable and energy-efficient home.
If you are not planning to put in an attic floor, a second layer of insulation may be laid at 90º to the first layer. Do not lay in a second moisture barrier, as moisture could potentially be trapped between the two layers. This second layer of insulation will make it easier to obtain the recommended R-value.
Leaving Too Many Gaps
One of the biggest problems DIY homeowners face is leaving too many gaps in their insulation. Gaps or insulation that isn't secured correctly can leave the building structure open to air and moisture leaks. Spray foam insulation is best for reaching into small cracks and any areas left open.

The thermal barrier of a home should consist of a continuous layer of insulation on all sides—including the lowest floor, the exterior walls, and the ceiling or roof. Doubling the thickness of insulation will double the insulation's R-value, cutting heat loss in half.
Insulation is graded by its R-value—the higher the R-value, the greater the insulating power. If you live in a mild climate, your attic should have a minimum grade of R-38, or about 13–14 inches of insulation. If you live in a colder climate, R-49 is the minimum recommendation, or about 16–18 inches of insulation.
Can I put plywood over insulation in the attic? Yes you can install plywood subflooring directly over the floor joists and insulation on your floor. You need to install rigid insulation boards on top of the attic flooring joists and then install plywood over the top.
