The answer is yes, you can. But, as with all paint jobs, the real success comes from careful preparation. We'd also recommend taking the greener water-based choice whenever you can.
You can use a water based primer over oil base paint as long as you sand the oil base paint down first to allow the water based primer to stick to the surface!
Shellac Primers - These primers can be used with both oil-based and latex paints and may be the best at blocking stains and can even seal in smells that may be coming from the surface you are painting. They are fast-drying and can adhere to almost any surface.
Use on interior and exterior surfaces including woodwork, drywall, plaster, paneling, masonry, brick, painted metal and properly prepared glossy surfaces†. Use under or over water-based or oil-based paints. Not recommended on flooring.
Basically the difference between the two primers is: Water based primer is for acrylic or latex paints and oil based primer is for enamel paints.
Not all bonding primers are self-leveling. If you've selected one that is not, sanding is a necessity to create a smooth surface for your paint or topcoat. Use fine-grit sandpaper so that you do not damage the surface. Sanding will allow for superior adhesion and durability.
Water-based primers work well on ceilings, interior walls, and exterior surfaces for new projects. On the other hand, oil-based primers offer better performance on surfaces that require more durability and stain-blocking capabilities.

BEHR® Bonding Primer
Use under epoxies, lacquers, and products containing xylene or other hot solvents when allowed to dry for 24 hours before topcoating.
Its advanced chemistry provides a sound anchor for topcoats while reducing or potentially eliminating the need for sanding dense, glossy surfaces including Kynar®, PVC, vinyl, Formica®, glass, tile, glazed brick, chalky paints, glossy finishes, fiberglass and metals.
The two types of paint are not compatible, and if you try to apply oil paint over a latex base, you can expect issues like cracking and peeling. So, it's best to avoid using oil-based paint over latex. On the other hand, you can use latex paint over oil-based primer, but proper preparation is essential.
Bonding primers will stick to glass, tile, Formica and previously painted surfaces. Use bonding primers for interior surfaces only.
Do I have water-based or oil-based paint in my house? The test to determine whether your paint is oil-based or water-based is pretty easy. Simply put some methylated spirits on a rag and wipe at a small section of your wall. If the cloth is stained with the wall colour, it is water-based.
If you put latex paint over oil, you'll end up with that fruit roll-up look all over your house because they just can't adhere.
Can you use water-based paint over Zinsser BIN? Absolutely, you can paint over Zinsser BIN with almost any type of paint, be it water-based undercoat, satinwood, gloss, eggshell, or emulsion.
Water-based primers are ideal for those with oily or combination skin. These hydrating primers offer a breathable canvas for your makeup. But here's the kicker—be sure to pair them with water-based foundations to avoid any messy mishaps like pilling or patchiness.
Compatibility with oil-based primer: Water-based paint can be applied directly over oil-based primer. However, choosing water-based primers aligns better with eco-friendly practices without compromising quality.
HOW LONG DOES IT TAKE FOR PRIMER TO DRY? Most latex primers dry to the touch in 30 minutes to one hour. But for best results, don't paint until the primer completely dries—which can take up to 3 hours, depending on temperature and humidity.
When the oil-based primer is completely dry, the surface may still have a few small imperfections. This is typical even if you are a pro. The surface may feel chalky or even slightly rough. Using a Sanding Sponge, lightly sand the entire surface.
The simple answer is primer has a higher resin density than regular paint. These paints bind to the wall materials and create a smoother surface. The higher resin density also helps the topcoat paint – which has more pigment than primer – stick to the surface and adhere for a long time.
Alkyd Primer

KILZ Original is an oil-based primer and stain blocker which can block/seal severe stains and odors but has higher volatile organic compounds (VOC's) which are organic chemical compounds that vaporize and enter the atmosphere.
