Best bonding primers are xim oil and bin shellac. Bin can only be used to spot prime outside. Both stick to anything and the bin is the best stain blocker also. I would use the bin for what you need.
Yes, it can be used as the drywall primer. But there are cheaper choices that cover more evenly, if you are only painting new drywall. I use kilz in my apartments, but usually I am trying to prime a mix of old drywall, new drywall and/or plaster.
