bolt cutter can cut through 5/8-in., vinyl-coated, flexible, braided, steel cable in 60 seconds. The cable took a bit longer than solid chain because it didn't sever as cleanly.
The blades on a bolt cutter are not shear and will only smash the wire rope. Remember to use bolt cutters for bolts and solid material, and only use wire rope shears for wire rope and cable.
Strong Steel Construction
Steel alloys tend to give the strongest protection against bolt cutters. Boron alloy is one example of a material that's difficult to cut through. Hardened steel is also used in many locks and can make the lock more resistant to bolt cutters.

unless you find a chain that was used on a battleship anchor, that cable is gonna be the way to go. We use a relatively thin gauge and it takes much more time to cut it than it does to cut a chain. It frays really bad - so at least the potential thief might be detured knowing that cutting the cable will take some time.
Using needle-nose pliers
As steel cable is coated with the galvanization process so you can cut the steel cable by using sheer force. To apply shear force pliers or diagonal shear tool work best. These tools are also manual like the previous process. You won't need any cutter.
Dipping the wire into molten solder is much more effective. Once this is done your, steel wire cable will not come undone, unravel, or unwind. This solder stop will keep all the wire from fraying.
Just move up on the line where it is still wrapped tight and tape the heck out of it and then cut it with a dremel or other hand held grinder. I have also un-spooled mine and taken it to TSC and they have cut it for me when i got frustrated, no charge. They have a nice set of scissor tpe cutters there.
Bolt cutters will easily cut through cable locks, but it's worth using a cable extension to deter chancers! So if you want your bike lock to put up a fight against bolt cutters, get one made with hardened steel, and get the thickest possible option. This should render the cutters useless and keep your bike safe!

Wrap a piece of clear tape around the cable, cut with your favorite cutter. No frayed ends, tape keeps everything in place.
Hacksaws
Just like a pair of cable cutters, a hacksaw is cheap and pretty easy to carry around unnoticed. And just like the cable cutters, it will tear through a cable lock very easily. With enough time, a hacksaw will also cut through low quality u-locks and chains which tend to be made from thin, soft metal.
