As long as the house is left clean that should be fine IMO. The only exception would be if you move some furniture and something is damaged or the wall is badly marked then you should try your best to make good, but picture hook holes - no.

Short Curtains
Visually speaking, high-water style is not the most appealing way to hang curtains. The shorter length can appear dated. Also, it can cut the visual height of your room in half. From a purely practical standpoint, however, short curtains are sometimes the best option.
Leave the holes. Most of the nail holes will end up being reused or covered anyway unless you have pictures hanging everywhere. Filling might be more visible than leaving them there and for sure don't try to paint over just the hole because that might look worse.
