Use on interior and exterior surfaces including woodwork, drywall, plaster, paneling, masonry, brick, painted metal and properly prepared glossy surfaces†. Use under or over water-based or oil-based paints.
It will work fine. We oil prime all the time. We love kilz original oil in the red can. Let it dry for a day or 2 as oil takes forever to properly dry. Then sand and paint in any paint you like. It will bond and it won't change colour.
We recommend KILZ KLEAR® Clear Sealer & Bonding Primer – a high performance fast-drying, multi-surface clear primer developed to seal highly porous surfaces inside and outside your home. It is also recommended for use when painting the same topcoat paint color on top of an existing paint coat.
Oil-based primers are better at blocking or sealing stains, especially water-soluble stains. They're also superior at blocking tannin.
The glossy surface of oil-based paints makes it so difficult for any other paint to bond. That's why, if you apply water-based paint straight to oil-based, it will flake and crack as the water-based paint pulls away. So, to get oil-based ready to paint over, you need to take away a lot of that gloss.

Depending on how strong or bold the previous color is, it may be necessary to apply more than one coat of primer. However, it is not necessary to over apply the primer with so many coats. As long as the primer applies uniformly over the previous color, then one or two coats should be sufficient.

Can you use latex primer over oil-based paint? You can use a latex primer over oil-based paint as long as it is a bonding primer. Bonding primers are best because they are formulated to adhere to glossy surfaces, such as oil-based painted finishes.

Just don't expect to do a standard two coats for it to work. I have probably put ten coats or so on the mantle, but it absolutely did kill the mold and cover the dark discoloration. Just be patient and let it thoroughly dry between coats. The fungicide needs time to work.
Surface Preparation
Peeling or Checked Paint: Scrape off loose paint and sand to a smooth surface. Sanding or removal of paint containing lead is hazardous. While KILZ ADHESION Primer is formulated to bond without sanding, it is recommended that a small area be tested for adhesion prior to beginning the job.
AVOID CONTACT WITH SKIN AND EYES AND AVOID REATHING OF VAPORS AND SPRAY MIST. WEAR EYE PROTECTION AND PROTECTIVE CLOTHING. USE ONLY WITH ADEQUATE VENTILATION. To avoid breathing vapors and spray mist, open windows and doors or use other means to ensure fresh air entry during application and drying.
Latex paints will not stick to oil based paints. The exception is that an oil based primer may accept any kind of top coat paint. For that reason, an oil based primer is recommended to be applied over any oil based top coat, then a water based paint may be used as a top coat.
Original Kilz Primer allowed more seep through when put in two coats to two different walls in the same area, whereas Zinsser provided superior coverage.
