Excessive moisture is a primary culprit. If water seeps under the planks, it can cause the adhesive to weaken or the planks to swell, resulting in lifting. This is more common in areas like bathrooms, kitchens, or basements.

If it's curled up enough that you have enough room to get vinyl adhesive in there and COMPLETELY coating all the loose surface, you could do that, then use a roller to flatten it out and get the excess squeezed out. Then weight it down with something heavy, like a thin piece of plywood with a bag of cement on top.
Vinyl flooring naturally expands and contracts in the heat and cold. Stop the floor between a quarter inch and a half inch shy of the wall to allow for this natural expansion. If the floor is installed flush with the wall there is no room for growth in the hot months and the loose-lay floor can easily buckle.
You can try getting some super glue, spread it on the tounge and then quickly hammering the planks back together... Otherwise, you will need to rip up and replace the floor... If you end up having to rip up the floor, don't use vinyl plank flooring to replace it.

Not an easy fix, the most correct way would be to pull up the floor up to that point so the offending plank(s) can be replaced. That requires carefully taking apart the rest of them though, and no guarantees you don't break more locking joints doing that.
Since vinyl plank flooring comes in even sizes, you might be tempted to install them in a straight pattern. However, straight floor panels are more likely to warp, shift and slide out of place. Staggered floors create an unevenly spaced pattern with 6 inches of space between the end joints on adjacent rows.

The good news is, you're not out of luck, there are ways to protect your vinyl planks from heat and sunlight.
In most cases, you can confidently walk on your floating vinyl plank flooring 24-48 hours after installation once the planks have had time to acclimate and settle. Of course, following the manufacturer's specific guidelines for your product is always a good idea to ensure a successful installation.
