The most common reasons your GE Cafe refrigerator water dispenser is not working are a bad door switch, old water filter or a malfunctioning dispenser.
First, check the water line attached to the back of the refrigerator for good water flow. To do that, first turn off the water supply valve. Then remove the water line from the back of the refrigerator. Next, place the water line into a bucket and momentarily turn the water valve back on to test the flow.
As far as #2 goes, no water supply could be due to three things. 1. Water filter needs to be changed. 2. Bad inlet solenoid valve. 3. Water line is frozen. You can easily rule out #1 by swapping the filter.
If your refrigerator's water dispenser isn't working, check for a clogged or frozen water line, replace an old filter, and ensure the control panel is functioning. If the issue persists, it could be a faulty inlet valve or dispenser mechanism requiring professional repair.
After you change the water filter, press and hold the the RESET WATER FILTER button for 3 seconds until the red light goes off. On some models the light goes out and on others it will turn green; either is considered normal.
If you just replaced the water filter and don't have water from the dispenser, the reservoir tank or tubing has not filled yet. Press the dispenser for several minutes to purge air from the line and make sure all the tubing is filled with water.
Disconnect power to your refrigerator for 30 seconds and this should reset the control panel.
No water flow
First, check the water supply. If the water bottle is empty or not seated correctly, it won't dispense water. Ensure the bottle is full and properly connected to the dispenser. If that doesn't solve the problem, there could be an issue with the dispenser's valves or faucets.
If the refrigerator water dispenser is not working but the ice maker is, your water pressure could be to blame. Your fridge needs less pressure to make ice than it does to dispense water. Check your refrigerator's manual to see the necessary water psi for both to function.

Many refrigerators have built-in water filtration that filters sediment and contaminants from the water going to the dispenser and/or the icemaker. If you do not need or want to use the water filter, a bypass plug must be used in place of the filter.

Locate the Water Line: The water line is usually in the back of your fridge. If you're unsure where it is, check your refrigerator's manual. Use a Turkey Baster or Funnel: Fill a turkey baster or small funnel with warm water and white vinegar. Insert it into the water line and gently squeeze.
If you discover your GE refrigerator not dispensing water or ice, the dispenser switch may have failed. No voltage, no working dispenser. A multimeter can be used to check for continuity to determine if the dispenser switch is working properly. If there is no continuity, then the switch needs to be replaced.
