There is no universal temperature for all plants that is too cold, so that is why it is important to do your research. However, it is safe to say if living in an environment with harsh winters and temperatures below 20°F, it is always wise to bring plants indoors during this time, if possible.
When do I know it's safe to bring my plant outside? It's safe to move your plants outside when the outdoor temperatures stay consistently above 50°F. Pay attention to the weather report. If nighttime temperatures are set to fall below 50°F, bring your plants in for the night.
There are, of course, many variables that can affect winter hardiness in a plant, but in general, my rule of thumb is as long as the mercury stays in the 20's at night and rises above freezing during the day, our plants should be just fine.
Cover Plants
Once temperatures drop below about 28°F, covering is typically no longer effective at preventing cold damage. Occasionally even with covering you may still see damage at temperatures above 28°F, especially when the below freezing temperatures are prolonged (5 hours or more).
Grown under the marginal conditions of most homes and apartments, houseplants can become tired-looking during the winter months. You can renew your plants by moving them outdoors during the summer. Put your plants out only after night temperatures remain above 60°F (usually mid-May or early June).
WHEN TO BRING PLANTS INSIDE. As a general rule, tender plants should be brought in when nighttime temperatures are below 50 to 55 degrees F, even if they are hardy for your zone. A plant's roots are more exposed when planted in a container versus in the ground.
The hardiest of flowers can be planted as soon as the soil in your garden can be worked, even if it's several weeks before the last frost of the season. For half-hardy flowers, hold off until a couple weeks before the final frost, and for tender flowers, plant when there's no chance of frost for the rest of the season.

This is a very important question to ask yourself. A rule of thumb: If the dew point is above 45 degrees at sunset then you are probably OK. Below 40 degrees you will probably see a frost if the other conditions are good.
First, it's good to know which plants are sensitive to temps around 35 or 40 degrees F. These are common tender plants that will need some protection. Hanging baskets: begonias, calibrachoa, gerbera, impatiens, vinca, euphorbia, and scoparia.
Seedlings, with their tender new leaves, often give up the ghost when temperatures dip to 32-33°F. Tropical plants have differing low-temperature thresholds. Some keel over when temps fall to 40°F; others crumble at 35°F. Other plants are just hardy by nature and can withstand temperatures as low as 18-20°F.
Night Frost Survivors — You likely will have plants that should be able to survive a night of frost. These include brassicas (cabbage, broccoli, cauliflower), peas and spinach. These should be okay, but it won't hurt to cover with a bed sheet or a frost cloth.
If the temperatures are below freezing all winter, it is unlikely you will need to water your plants. In freezing temperatures your plants would not be able to benefit from watering because the ground would be frozen and any water would just run off or freeze rather than being absorbed by the plant's roots.
Each plant has a different threshold when it comes to dealing with the cold. Some plants can survive outside even when temperatures hit freezing. Others need to be brought indoors when temperatures reach the mid-40s. Be sure you know this before you plant.
Protecting Cucumbers from Cold
(18-23 C.). Even prolonged exposure to temperatures below 55 degrees F. (13 C.) can cause decay, pitting, and water-soaked areas on fruit.
H2 Rating - 34 to 41° F (1 to 5 C)
Overall, these annuals are the most delicate of all the hardy annuals - one might call them half-hardy since they are really only hardy into the few temperatures just above freezing. And it's important to NOT let them freeze.
A moderate frost, with temperatures ranging from about 28°F to 32°F, necessitates a bit more precaution. In addition to tucking your plants in well with some frost cloth or cover, it's also a good idea to water your plants the evening before frost is expected to hit.
A local study done on frost formation relating temperature to dew point has these guidelines for frost: temperatures from 38 to 42 F can lead to patchy frost, 33 to 37 areas of frost, and 32 and below widespread frost/freeze.
A2: The ground, or any surface, must be at or below 32 for frost to form. However, if your thermometer was just a few feet above the ground, it may not have given an accurate reading for frost.
Many tropical plants cannot survive temperatures below 40 degrees. If you cannot move your pots (with annual or perennial plants), or you have tender plants in the ground, cover your plants. The idea behind covering plants is to trap the heat from the soil and keep the cold air out.
When should I start bringing them in and what do I need to do to prepare them for the move? Houseplants/tropicals need to come inside when night temperatures are below the low- to mid-50s or approximately one month before you normally turn on the heat in your house.
If you placed some of your indoor plants outside for the summer, you will need to move them back indoors before temperatures get too cold. When nighttime temperatures start to dip consistently to around 50°F, it's time to bring plants back indoors.
Light freeze - 29° to 32° Fahrenheit will kill tender plants. Moderate freeze - 25° to 28° Fahrenheit is widely destructive to most vegetation. Severe or hard freeze - 25° Fahrenheit and colder causes heavy damage to most plants.
Time It Right. While it might be tempting to ship indoor plants outside at the first sign of spring, it's best to wait until nighttime temperatures stay at or above 60°F, and after any threat of frost has passed. If you're planning ahead, use the average last frost date for your area as your guide.
