The WHO's 2018 guidelines give a strong recommendation that a minimum of 18 °C (64 °F) is a "safe and well-balanced indoor temperature to protect the health of general populations during cold seasons".
Most people sleep best at a cool temperature, around 65 degrees Fahrenheit. But there is some variation depending on the person. Some people sleep better warmer, at about 72 degrees, while others do the best sleeping quite cold, at around 55 degrees.
Experts typically recommend maintaining an indoor temperature of at least 60°F to ensure both comfort and safety. Temperatures below this threshold can create risks for your health and home.

Your pipes are at risk of freezing any time temperatures drop below 32°F. However, it's much more common for pipes to freeze when temperatures dip below 20°F. The longer the weather remains below freezing, the more likely it is your pipes can freeze if not properly protected and winterized.

How cold can a house get without heat overnight? The time of day your heater goes out impacts how long the house stays warm. Indoor temperatures go down faster at night, so if your furnace stops overnight, you can expect a quicker decline. This can be as much as 15 degrees Fahrenheit before morning.
Cold homes contribute to excess winter mortality and morbidity. Most of the health burden can be attributed to both respiratory and cardiovascular disease, especially for older people. In children, the excess winter health burden is mostly due to respiratory disease.
How Low is Too Low to Set My Thermostat? If you're going to be leaving your home or traveling for the winter, it's best to keep your thermostat set no lower than 55 degrees. If you don't, you could risk having your pipes freeze over.
To save money, aim to have your temperature set around 68-72 degrees Fahrenheit when you're at home and awake. This is a comfortable temperature for most with the help of a light sweater. Overnight and when you're out, around 64 degrees Fahrenheit will keep your home at a good temperature.
Below 18°C, negative health effects may occur, such as increases in blood pressure and the risk of blood clots which can lead to strokes and heart attacks.
If you're cold even though your thermostat indicates you shouldn't be, your furnace likely isn't the problem. In most cases, it's working just fine. It's your home that needs attention. Lack of insulation, severe air leakage, and/or unbalanced ductwork are frequently to blame.
Sleeping too hot
“Heat is a huge disruptor for REM sleep,” Dr. Drerup says. With the heat of the room, your body temperature will also rise, thus undoing the sleep initiation process entirely. If your bedroom temperature is above 70° F, it's too hot.
But don't take it from us, take it from the World Health Organization: They recommend a temperature of at least 64°… and raising that to at least 70° if there are babies, elderly people, or otherwise immunocompromised people in the home.
However, experts generally recommend keeping the temperature of your bedroom between 15.6 and 20 degrees Celsius. A temperature that's too high or too low can have a negative effect on sleep. Too much humidity also leads to restlessness, insomnia, and a disrupted sleep rhythm.
It's advisable to keep your home below 80 degrees throughout the summer. A house that's too warm can be dangerous to people, pets, and the soft surfaces in your home. Set the winter temperature to 68 degrees when you're awake and 62 degrees when you're sleeping.
Keep your house heated to a minimum of 65 degrees.
A temperature lower than 65 degrees might not keep the inside walls from freezing.
“Looking at the available research, most studies agree that a temperature between 60 and 67 degrees Fahrenheit is optimal for sleeping, with temperatures above 75 degrees and below 54 degrees disruptive to sleep.
The rule of the thumb is that it takes roughly 6-hours for water in your pipe to freeze after left in an unheated area. Meaning if you lose power at your home and the weather is reaching below freezing point, you have approximately 6-hours until the pipes will begin to freeze.
If someone is at home in the daytime, 72° F (22° C) is a good start, but aim for 68° F (20° C). If everyone is away from home in the daytime or you're asleep at night, we feel 66° F (19° C) to 62° F (17° C) is best.
