Vacuum insulated panels have the highest R-value, approximately R-45 (in U.S. units) per inch; aerogel has the next highest R-value (about R-10 to R-30 per inch), followed by polyurethane (PUR) and phenolic foam insulations with R-7 per inch.
R49 or R60 insulation is necessary for extreme climates, but they can be an unnecessary expense if you live in a more temperate area. Typical R-values range from R13 to R60, although some products may offer higher or lower values. The higher the R-value, the better the insulating power of that material.
R15 is better. Simple answer. Being higher density, it tends to fill the void more completely as well. They are requiring it in Tacoma, which I think is bs. The payback period is too long. In my other locale, fairbanks, Alaska, r30 walls are code, and that is a good thing.

The thermal barrier of a home should consist of a continuous layer of insulation on all sides—including the lowest floor, the exterior walls, and the ceiling or roof. Doubling the thickness of insulation will double the insulation's R-value, cutting heat loss in half.
If we wish to label the strength of the association, for absolute values of r, 0-0.19 is regarded as very weak, 0.2-0.39 as weak, 0.40-0.59 as moderate, 0.6-0.79 as strong and 0.8-1 as very strong correlation, but these are rather arbitrary limits, and the context of the results should be considered.
Many of us know what causes mould; when moisture is trapped in the rooms of you home. Sometimes, there is insufficient insulation in the walls, so mould grows. However, not many people realise that additional insulation isn't always the answer. In fact, too much insulation can be the secret cause of mould.
If your attic has 2-3″ of existing insulation, you'll want to install an R-30 to achieve a total of R-38. If your attic has 5-6″ of existing insulation, you'll want to install an R-19 to achieve a total of R-38.
Easier to heat and cool: When you have quality attic insulation, more heat stays in your home through the winter, and less radiates down from your attic in the summer. This resistance to heat makes it more affordable to heat or cool your home to the temperature you're comfortable with.
R38 insulation provides higher thermal resistance than R30, but the additional energy savings may not always justify the increased cost: R38 offers 26% more thermal resistance than R30. Upgrading from R30 to R38 can result in approximately 25% energy cost savings.
