Bolt cutters are the common tool of choice for to cut padlocks during forcible-entry. Unfortunately, most padlocks are made of case-hardened steel, which is very strong in comparison to the materials that bolt cutters were intended to cut.
Try bolt cutters.
This will not work on most master locks, as they are made of case hardened steel.
All that is required is that you get hold of a bolt cutter to cut the master lock. If you do not have a bolt cutter, you can get that or leave the task for professionals to do. Please note that cutting a master lock with a bolt cutter might not work on most master locks because they are made of case-hardened steel.
If a clean cut is desired when cutting through hardened steel, or if the steel's hardness must be retained, a fine toothed hacksaw will work wonderfully, though the process is long and will require a great deal of intense effort.
If you misplace your key or forget the combination to a lock, you may need to cut through the lock to get it back. Most steel locks can be opened by either using bolt cutters, an angle grinder, or a hacksaw.

It frays really bad - so at least the potential thief might be detured knowing that cutting the cable will take some time.

Locksmiths are more familiar with opening locks than just about anyone. Locksmiths are trained professionals in the creation, installation, and repair of locks. Most locksmiths will charge 50-100 dollars to come and fix a door lock, and less to open a padlock.
This is a less hassle way on how to break a padlock without tools. All you need to do is find two wenches. Put both of their U-shaped clasp between the shackles and quickly pull closer until their handles meet. This will help in detaching the locking mechanism between the shackle and the body of the padlock.
Diamond Grit blades also cut hardened steel, however they are expensive and take longer to cut through the material.

Will 18 inch bolt cutters cut a padlock? If you're strong enough, they may be able to cut through. However, bolt cutters that are at least 24 in (61 cm) long will allow you to put more leverage on the shackle of the lock. Larger pairs of bolt cutters are better able to cut through locks with a larger diameter shackle.
To open combination locks without a code, start by pulling up on the dial and turning it clockwise until you hear the lock click. Then, check what number you're at, add 5 to that number, and write it down. Next, set the dial to that number and turn it counterclockwise until you hear it click again.
