The condenser is located outside because it removes heat from your home. This heat must go somewhere, so the unit is designed to release and dissipate it outdoors. A condenser can also be quite loud, so placing it outside your home means you won't hear it running day and night.
The outside unit of an air conditioning system is often called the condenser unit because the condenser plays a key role in how it works. Check out all of the most important parts.
Condenser Unit: This is the outdoor unit of the air conditioner, responsible for dissipating heat from the refrigerant.

The short answer: Definitely not. (Unless you have manually engaged your outside fan to run constantly, but it shouldn't be running for hours on it's own.) If your HVAC is functioning correctly, it should keep your house cool by cycling on for 15-20 minutes at a time—with distinct pauses in between each cycle.

Inadequate airflow – When too many vents are closed or the air filter is dirty enough to block proper airflow throughout the system, an AC unit can freeze up because it can't work correctly. The buildup of cold air can result in the refrigerant condensing on the coils.
It's a small, red button usually located on or around the unit. The button should have a clear 'reset' label. Once you find the button, press it for around three seconds and observe the AC. Check whether the AC kicks on immediately and if it doesn't, press the button again for another three seconds.
A central AC system consists of indoor and outdoor units. An indoor air handler can continue running when the outside unit has shut down. While air will blow from the vents, it won't be cooled; it may be as warm as the summer air outside.
Go outside and see if the condenser is turned on.
While the condenser is on, place your hand about a foot above it. There should be air blowing out of it. If there is no air, the condenser is not working. If the air feels cool it means that your air conditioner is not removing any heat from inside of the home.
The outside portion of your air conditioner is most often referred to as the “condenser unit.” Whereas the inside part of your air conditioner is responsible for absorbing heat from your home's air, your outside unit's job is to release that heat to the air outside.
Blocked airflow.
To work properly, your condenser unit must have room to breathe. If you have any plants, trees, or other obstructions that are located next to your condenser unit, they will block the airflow and make it more difficult for your unit to blow the right amount of air over the coils.
Look for a RESET Button.
Some systems have a RESET switch on the outside unit. You can push this and see if it helps. If your unit does not, you can turn off the system at the thermostat, wait 5 minutes, and try again.

To identify the make, model, age, and size you will need to find the manufacturers label. Do this on the outdoor unit, whether it's a split system or package system. On a package system it is usually on the right side of the equipment, near where the gas and power connect to the system.
Heating and Air Conditioning equipment, no matter what kind you have, should be inspected, cleaned, and serviced at least once a year. The best scenario is to have the heating system checked in the Fall and the air conditioning checked in the Spring.
