210.52(C)(2) & (3) Island and Peninsular Countertops and Work Surfaces. Hazards from having receptacles on islands and peninsulas have made them optional in the 2023 NEC. Code Change Summary: The requirement to have receptacles serving a kitchen island or peninsula is now optional.
Section 210.52(C)(3) of the 2023 NEC code requires that: "Kitchen receptacle outlets in islands and peninsulas must be installed on or above countertop or work surfaces and if a receptacle outlet is not provided, provisions must be provided for the addition of a receptacle outlet in the future."
a) A receptacle shall be installed for any counter that is 12 inches wide or greater; and, b) No point on the kitchen counter, measured at the wall may be more that 24 inches away from a receptacle. Also known as the 2ft. / 4ft.
The perfect size for a kitchen island
Experts generally say that the “perfect” kitchen island is one that's four feet long, 30 inches deep, with 48 inches of space around the edges. That works because it gives more than enough space for two seats, worktop space, a sink, and under-storage, as well as lighting above.

1 General requirements
According to the NEC, outlets should be installed so that no point along the wall is more than 6 feet from an outlet. This means that outlets should be spaced no more than 12 feet apart on any wall.

In the 2020 NEC®, a dwelling unit kitchen island or peninsular countertop required at least one receptacle outlet for the first 9 ft2, or fraction thereof, of the countertop. An additional receptacle outlet was required for every additional 18 ft2, or fraction thereof, of the countertop.

The National Electrical Code requires outlets be installed in a kitchen that has a sink 12 inches wide and 24 inches deep. That outlet must also be within 2 feet of the sink. Bathrooms must have at least one electrical outlet, it must be GFCI, and it must be within 3 feet of the sink.
At least one receptacle outlet must be installed within 2 feet (600 millimeters) of the outer end of a peninsula countertop or work surface. Additional required receptacle outlets are permitted to be located as determined by the installer, designer, or building owner.
Traditionally, this requirement applied only to kitchen countertop receptacles, but now any cord-and-plug connection points in the kitchen (such as refrigerator receptacles, disposal receptacles and microwave receptacles) now require GFCI protection.
However, the average size for a kitchen island is six feet by three feet, so it's a good idea to go bigger if you have the space.
But, in the kitchen design industry, the NKBA- National Kitchen & Bath Association, has other recommendations that provide a better cooking experience while keeping everyone safe. A safe standard for kitchen walkways is 36” for a one-cook kitchen, or 48" for a two-cook kitchen.
The standard 12-inch overhang is ideal for most people, providing a comfortable and practical seating area. A 10-inch overhang can work if space is limited, but it might not be as comfortable. An 18-inch overhang offers plenty of legroom but requires additional support.
Recommended Island Overhang Lengths
For standard barstools with a seat height of 30 inches, a 12 to 15-inch overhang is recommended. For counter-height barstools with a seat height of 24 inches, a 15 to 18-inch overhang is ideal.
According to the National Kitchen & Bath Association guidelines, having at least 36 inches of clearance space around the kitchen island allows for ease of movement and access to kitchen cabinets and appliances.
A good rule of thumb is to keep a kitchen island no more than 10 percent of your kitchen's total square footage. For example, if your kitchen is 150 square feet, the island should not exceed 15 square feet.
The 2′, 6′, and 12′ rule is a guideline from the National Electrical Code (NEC) for the spacing of electrical receptacles in residential dwellings. This rule is designed to ensure that electrical outlets are conveniently located and minimize the need for extension cords, which can be a safety hazard.
GFCI receptacles are required in bathrooms, garages, crawl spaces, basements, laundry rooms and areas where a water source is present. The 2023 update of the National Electrical Code requires GFCI protection in all kitchen receptacles, expanding the GFCI requirements.
