While it's normal for there to be a bit of standing water at the bottom of your dishwasher from time to time, if you're seeing an inch or more, it's highly possible you have a clogged dishwasher.
The dishwasher intentionally leaves clean water in the drain after every cycle to prevent seals from drying up. It's perfectly normal.
Standing water is normal for all dishwashers. It keeps the pump primed and the seals from drying out. If all of the filters are clean (manual or self cleaning filters, depending on your make/model), throw in 1 cup of bleach during the main wash cycle and see if that eradicates the smell.
Some water (standing water), usually one to two cups, remaining in the bottom of the Dishwasher tub is normal.
Since it is common for debris to get stuck in the dishwasher drain, try cleaning it with a solution of equal parts baking soda and vinegar. Pour the baking soda and vinegar into the bottom of the dishwasher and let it sit for 15 minutes. Then run a rinse cycle at the highest heat setting.
If there is standing water in the washer tub following the final spin cycle, or there is water leaking from the bottom of the washer cabinet, the washer's drain pump or drain hose could be clogged or broken and preventing the water from being emptied from the appliance into a laundry tub or standpipe.
Clean the drain hose
If it is properly connected, make sure it is cleared of food or debris. You can clean your drain hose using a drain cleaner solution or you can make your own. Baking soda and vinegar is commonly used as a natural drain cleaner and can be a great solution for weaker clogs.
The high loop helps prevent the excess dirty water in the drain from flowing back into the dishwasher particularly on a long run like yours. By running it high, it will be one less obstruction inside the cabinet under the sink. It will come high into the cabinet and dive directly into the garbage disposer.
Try vinegar and baking soda
Mix together about one cup each of baking soda and vinegar and pour the mixture into the standing water at the bottom of the dishwasher. Leave for about 20 minutes. If the water is draining or starting to drain at that time, rinse with hot water and then run the dishwasher's rinse cycle.
The first answer is YES: Your sewer drains should hold water in certain locations. The reason for the water in the drainage fixture is to prevent rodents and smells entering the building. For example a toilet pan has water in its bowl always this is to prevent foul smells entering the building.
Attempt a natural fix – you could pour a cup of baking soda followed by a cup of vinegar into the standing water at the bottom of your dishwasher, then leave it for about 20 minutes. If the mixture has started draining, rinse it with some hot water and run the dishwasher's rinse cycle.
Reasons why your dishwasher might not be draining
We recommend checking the filter first, because that's quite easy to solve yourself. If the filter isn't blocked, the other potential reasons are: A blockage in the dishwasher's drain hose. Debris in the dishwasher's drain pump.
What is the purpose of a high loop? A high loop prevents waste water back flowing from your sink to your dishwasher. If the drain hose is not elevated, there is a potential for water to run the wrong way through your drain hose and can cause standing water at the bottom of your dishwasher.
It is normal for there to be a small amount of standing water in the dishwasher filter area (about half way up to the top of the filter area). You may notice this water when you remove your dishwasher filters for regular cleaning. The water is there to keep the seals in that area from drying up.
Every hose, no matter the condition it's in, should be replaced every 5 years.

Check the Drain Hose
Loosen the dishwasher drain hose clamp and disconnect the drain hose (usually it's the one with ridges) from the pump. Try to blow through the hose to make sure it's clear. Note: If the hose is blocked, look for any kinks in the hose and straighten them.
If your dishwasher is draining slowly or not at all, a clog from food sludge or debris in the drain hose might be the culprit.
More often than not, if your dishwasher has standing water in it, then the drainage system within the appliance itself is clogged with food debris.
About five seconds after you start running a dishwasher cycle, the drain pump will start making a low humming noise. This will be due to a piece of glass blocking the impeller from turning, resulting in the dishwasher pump not working properly. When this happens, you'll need to remove the blockage.
Throw in Some Baking Soda and Vinegar
Pour the mixture into the basket at the bottom of the dishwasher and let it sit for 15 minutes. This should eat away at any easier debris that may be clogging the drain. Pour hot water down the basket, and then run the rinse cycle.
Check the drain hose
To check for blockages, remove the drain hose from the drain outlet and visually inspect it. If you find any obstructions, remove them, and reattach the hose, ensuring it's securely in place.
Prepare a mixture of hot water and vinegar in a bucket. Soak the clogged end of the drain hose in the mixture for at least 30 minutes. Rinse the drain hose with hot water to flush out any loosened debris.
