The glossy surface of oil-based paints makes it so difficult for any other paint to bond. We recommend creating a key by gently sanding the areas where paint is missing, filling any holes or cracks to create a level surface and finally applying a thinned mist coat of Zinsser Interior Perma White Satin to the bare plaster areas before applying two full coats all over.
