The surface isn't designed to bond paint, which means it's certainly not a long-term solution for your interior design ideas. Many experts say if you want to paint vinyl or lino flooring, it needs to be at least a year old, as the surface is worn-in adequately. However, all dirt, oils and residue need to be removed.
The best way to prepare vinyl for painting is with some light surface abrasion, cleansing and the right kind of primer. If you prep the vinyl surface well, your fresh paint will apply just as it would to a normal drywall or wooden surface.
Vinyl windows can be painted, but you never want to apply a coat of paint directly to the vinyl itself. The surface is not ideal for paint, so it is likely that paint applied directly to vinyl window frames will flake and peel off relatively quickly.
Vinyl is plastic. Therefore, spray paint that specifically adheres to plastic should work for this project. Fabric spray paint is more flexible than any other spray paint, but it is more expensive.
The best paint for vinyl siding is 100% acrylic paint. Benjamin Moore's Revive is a great example. It has more color options than most other brands. It's best to avoid dark colors as a final coat unless the paint you are using is safe for vinyl.

The paint finish on painted vinyl windows usually lasts for 7-10 years. If you've already ordered painted vinyl windows or are looking to paint your own, here are a few things you should know.
Paint and vinyl are incompatible due to the flexibility of vinyl. When exposed to direct sunlight or high temperatures, vinyl siding can expand and contract as much as an inch. There simply aren't any paints on the market able to withstand the expansion and contraction of vinyl intact.
Paint won't adhere well to a vinyl window. Aside from looking messy, over time it will chip, flake and crack, creating an obviously unsightly look. To properly paint them, you'll need to apply some sort of primer to the vinyl.
On homes in which siding covers most of the exterior, painting vinyl siding can be a large project. However, the good news is that it's not a particularly complicated task. You may fear that in order to paint vinyl successfully, you will need to learn a new set of idiosyncratic, vinyl-only techniques.
Primer shouldn't be necessary before painting vinyl siding, unless the surface is pitted or the original color has faded so much that the siding panels have become porous. In that case, be sure to find primer specifically made for vinyl siding and brush that on before painting.
Prime and Paint Vinyl Floor
First, prime vinyl flooring with one layer of primer. Next, use the extended roller brush that you used to apply the deglosser to apply primer, using the same technique. Once the primer is dry, brush on one or two coats of your paint.
New vinyl surfaces are typically smooth when they come out of the factory, so you will have to give it a light sanding with a 220 grit as well as a coat of primer. This will ensure that the coat of paint has something to hold on to.
As a consequence, standard acrylic latex paints don't bond well with vinyl and under certain conditions, painted vinyl can even warp. So when painting vinyl siding, it's important to choose a high-grade paint designed to expand and contract along with the siding.
If you are worried about going way over budget with vinyl siding replacement, paint is the cheapest option. But keep in mind that cheap now means paying later. This form of payment comes in sacrificing lasting beauty, overall maintenance and energy efficiency.
This resin makes the vinyl paint more resilient to damage and harder-wearing. As such, vinyl paint is perfect for areas which need to withstand a great deal of stress.
You will need to make the surface rougher so that the paint adheres to it. Use gentle sandpaper, 220 or 240-grit, and gently sand every area until it feels rough but not scratched. Give the windows a wipe to clean off any dust and make sure the surface is clean and ready for the next step.

Dries to the touch in 30 minutes, to handle in 2 hours. You can peel film off once the coating has fully cured. This coating has been formulated for temporary use and is recommended to be removed within 6 months or less.
In order to get the best results, we recommend priming then using a semi-gloss latex-based paint. Wall paint that has a matte, flat or eggshell finish have a rough dusty finish, which can make it difficult for the vinyl to stick and can cause failure.
Specifics for Painting Vinyl Siding
Clean, prime (if necessary), cut in with a brush (around windows, doors and corners), use a roller on everything else (1/2-inch nap and back brush if the siding is not smooth) and apply two coats.
While it is possible to paint straight over gloss, we do not recommend this. The shiny surface of the gloss doesn't provide good adhesion for whatever paint you use over the top of gloss. The new paint will therefore chip easily and won't look good for long.
Perhaps you're painting a surface that ordinary paint might not stick to, such as a slick glossy surface, aluminum, vinyl, ceramic tile or glass. In that case, KILZ® Adhesion Interior/Exterior Primer is an excellent choice.
