As long as the electrical outlet plate covers have been installed correctly, you can often paint over the electrical outlet. However, it's not really recommended. Instead, tape off the outlet and avoid painting over it.
Screw a hook or nail into the wall above the outlet. Then, hang a picture or piece of art over the outlet. This keeps the outlet easily accessible while effectively hiding it. Avoid taping posters over the outlet, as these can be harder to remove if you need to use it.

Ensure There Are No Hazards
Hold the device in one hand against the wall and place the other hand flat against the wall, about 20-30cm away, to ensure grounding. Never drill directly above or below a light fitting or power socket because that is where its supply cable will most likely be.
