It is generally better to anchor into brick for heavy loads, as it provides a much stronger, denser hold. However, mortar is preferred for lightweight items and is far easier to patch if you ever remove the fixture.
Definitely do it in the brick, the mortar is too soft. It's almost guaranteed your anchor will lose its set in mortar. Plastic anchors are really only rated for a 5lb capacity.

Factors Affecting Bricklaying Speed
Professional Bricklayers: Experienced professionals can typically lay between 300 to 500 bricks per day, which translates to about 40 to 60 bricks per hour. This rate can increase if the bricklayer is particularly skilled and the conditions are optimal.
Do I need an anchor to hang something? Nope. If you're hanging something less than 650 pounds a Tapcon should work just fine. To use a Tapcon you simply drill a hole 1 size smaller than the Tapcon screw and then screw it directly into the hole.
Split Drive vs Wedge Anchors
In high-stress situations, epoxy anchors may be required for maximum hold, supporting loads up to 100kg. In brick, sleeve anchors are often the best choice, as they spread pressure evenly within the softer material.
Both diameters require that the tapcon screws be embedded into the brick a minimum of 1”. Tapcons into brick also have a maximum embedment depth of 1-3/4” and, because brick is an abrasive material, maximum embedment depth is very unlikely to be obtained.
