To free a stuck ball valve, relieve the system pressure and spray penetrating lubricant around the handle's stem. Let it sit, then gently rock the handle back and forth with a wrench to break up debris, being careful not to use excessive force that could snap the stem.
One of the most helpful tips on how to loosen PVC ball valves is to start with the simplest method—using your hands. With gloves on, apply gentle but firm pressure to the valve handle while attempting to rotate it in small increments back and forth.
Keep in mind, WD-40 will deteriorate the rubber seal. This valve should be replaced.

WD-40 can damage plastic, rubber, wood, and painted surfaces. Avoid using WD-40 anywhere that may be at risk of fire, like gas appliances or electrical components.
Only use valve oil intended for brass instruments.
Don't get sucked into thinking bike oil, WD40, or cooking oil will do the job.
To properly lubricate a ball valve, you must first depressurize the system and select the correct lubricant for your specific valve type.
Wd40 will strip any grease away and accelerate corrosion. Once the boot is torn the balljoint is on very short borrowed time. Get it changed ASAP. Wd40 is the second worst thing you could put in there besides water.
Never use Vaseline (petroleum jelly) for plumbing. Because it is petroleum-based, it will degrade, swell, and destroy the rubber and plastic components inside your fixtures. Always choose Plumber’s Grease (typically pure silicone grease), which is waterproof, heat-resistant, and safe for all plumbing materials.
While WD-40 is a great multipurpose solvent, it is a poor long-term lubricant and should never be used on items that require specialized lubricants, come into contact with food, or are made of sensitive plastics and rubber.
Clean and Lubricate Shut Off Valves As Needed
Wiping off the valve and its handles with a towel dries it before applying lubricant. Lubricating the valve component after cleaning helps reduce friction and build-up. You may manually lubricate your valves by opening them and applying a lubricant to the stem.

Stuck Ball Valve

Putting ANYTHING lubricious on your brakes is a bad idea. WD-40 will evaporate off in a few days. If you can't wait that long, spray them down thoroughly with brake cleaner and let them dry. If you already drove with fresh WD-40 on them, you probably glazed your brake pads, and they should be changed.
We recommend using a grease gun and adding 3-4 pumps of grease in the ball joint and 1 pump in greaseable bushings, every 5,000 to 10,000 miles. If you drive through creaks and in mud pits, we would recommend greasing the ball joint after you are done playing in the mud and water.
To make a ball valve turn easier, first use a lubricant like food-grade silicone grease (avoid petroleum-based sprays like WD-40, which can damage plastic). If it remains stuck, use tools for leverage—such as channel-lock pliers or a strap wrench—applying steady, even pressure close to the valve stem to prevent breaking the handle.
Blockages are another common occurrence in ball valves. This situation arises when the valve fails to close completely, potentially causing some severe effects, including reduced flow rates, increased pressure drops and inefficient system operation.
Keep your valve slides airtight by applying slide grease. Never use Vaseline for anything on your brass instrument because Vaseline will mix with the water and oil and congeal, eventually sludging up the valves. You can clean the tuning slides with a snake brush and the valve casings with a valve casing brush.
There is no functional or safety reason to keep WD-40 in a refrigerator. In fact, it is better stored at room temperature. However, you might hear about this because WD-40 is an excellent product for your fridge.
