To dispose, it is best to containerize it and bring it to a local hazardous material drop off site. Or perhaps, a local auto garage might take it, too. Finally, you might want to consider Simple Green, citrus based cleaner or some other water based cleaner. They generally smell better, and easier to handle.
You can actually keep re-using thinner. Empty it into a glass jar with a lid, cover it, and wait for all the paint/pigment to settle to the bottom. Takes a couple of days. Pour the clean thinner back into your brush-cleaning jar. You can do this over and over, though it will evaporate over time.
Disposing of the Dirty Paint Water
A warm, dry climate works best. You can wait for the water to evaporate and the paint solids to settle on the bottom of the bucket. When the water evaporates, peel out the dried paint residue and dispose of the hardened paint in a trash bag with your other trash.

We wouldn't advise it. Between potentially clogging your plumbing system, exposing yourself to heavy fumes, and pouring flammable liquid down the drain, cleaning your brushes in the sink can be problematic. Instead, fill a clean, small container with the solvent.

Brush cleaners
