Place plastic shims 14 to 16 inches apart under the sill to level the window horizontally. Insert shims on both sides of the window near the top and bottom and at 20- to 24-inch intervals to position and straighten it vertically. Ensure the shims do not compress the frame.
Most windows are required by their manufacturer to be installed in rough openings constructed so efficiently that there is a maximum of 6.35-mm (1/4-in.) space between the window and the adjacent structure. This space is known in the industry as shim space.
You want to use them in pairs, one in each direction, so that the entire depth of the window is supported by the shims. If there are separate hinged areas, provide support at that location as well.
The Residential Construction Performance Guidelines suggest a maximum out of plumb of 3/8″ in 32″ vertically, while the Handbook of Construction Tolerances suggests that this may need to be tightened to 1/4″ in 10ˈ when finishes such as gypsum wallboard and plaster are used.
A rough opening is typically a half-inch size larger than the actual size of a window. For example, if you order a quality casement window with an opening size of 60 inches by 50 inches, here's what the actual size of that window will be; 59-1/2 inches by 49-1/2 inches.
Resizing a window is a complex and involved process, best done by a professional window contractor. The process involves cutting through the existing wall, framing a new opening, installing a new header, and making sure the new opening is properly sealed and insulated.
But if the WINDOW itself is exactly 36x36 (which isn't what you said) it is actually designed for a 37x37 opening meaning that you would need to enlarge your rough opening. Best way to shave a minor amount off a rough opening is with a reciprocating saw and a sharp blade.
In order for the newly installed window to function and operate properly it needs to be plumb, square, and level.
The Handbook states that there is no single accepted tolerance for rough framing, although a tolerance of 1/4 inch in 10 feet is frequently used and is acceptable.
If windows aren't shimmed or leveled properly during installation, it can lead to gaps and alignment issues. Ideally, gaps shouldn't be bigger than 1/4 inch on any side of the window.

Provide at least 3/8" (10mm) clearance between the backer rod and the exterior face of the window. Backer rods add shape and depth for the sealant line.
New construction and replacement windows are bulky and heavy, making them difficult to maneuver into place. Preventing them from shifting, ensuring they are level, and keeping them flush with the wall and frame would be enough to drive a contractor to distraction if it weren't for plastic window installation shims.
To take an example, if there is a pipe with a diameter of 10 mm and a bilateral tolerance of ±1 mm, the basic size will be 10 mm, the upper limit will be 11 mm, and the lower limit will be 9 mm. All parts between 9 mm and 11 mm will be acceptable.
Rough framing must adhere to high accuracy standards for structural integrity. Otherwise, the project risks collapse due to improperly constructed foundations or rough framing. While perfection isn't always achievable, accuracy in measurements is crucial.
The term tolerance range is normally used in reference to an abiotic aspect of the environment (temperature, salinity, pH, oxygen levels, toxin concentrations, etc.) and indicates the critical maximum and minimum limits of that abiotic variable that the organism can withstand.
Check for level, from the exterior of the window or door. Place the level on the sill and look to see where the bubble settles. The unit is level if the bubble on the level is centered between the indicator lines. If the bubble is not centered between the lines, the unit should be reset.

The 2018 IRC continues to require the bottom of openings created by operable windows to be a minimum height of 24 inches above the adjacent interior floor when they are more than 6 feet above the grade outside the window.
Window leveling offers the opportunity of changing density relationships — brightness and contrast — within images to obtain the most useful information.
If you accidentally make your rough opening too small for your window, you're going to need to give it a shave. Using a circular saw, slowly cut off slivers from the bottom (or sill) until the opening fits the window. You'll want to avoid shaving from the top or sides if possible as this can weaken the frame.
