On the valve the handle has a stop so it's clear to the user that it's closed and can't go that direction anymore.
To determine if a water valve is open or closed, there is a simple general rule you can usually follow. Basically, if the handle is turned 90 degrees to the flow, the valve is switched off.
A valve is open when it allows flow, usually with the handle parallel to the pipe. It is closed when it blocks flow, often with the handle perpendicular to the pipe.
The shut off valve is usually connected to a pipe that goes from the wall or floor and into the valve. From there, a gray braided cable protrudes from the top of the valve into the toilet tank. The valve will also have a knob that is either oval-shaped or looks like a short handle.
Know Where the Toilet Shut-Off Valve Is
To find it, follow the cold water pipe that runs to the water tank; connected to it is usually a football-shaped valve at the junction point with the wall. Depending on the configuration, the pipe may connect to the floor.
Simple DIY repairs like fixing a wiggly flush handle or replacing the flapper to stop the toilet from running require you to turn off the water supply to the toilet. While the great majority of toilets have shut-off valves, some older models may not have them conveniently accessible.
Open or closed: When the handle of a ball valve is parallel to the valve or pipe, it's open. When it's perpendicular, it's closed. This makes it easy to know if a ball valve is open or closed, just by looking at it.
If the ball valve is parallel, it is ON; if it is perpendicular (90° angle), it is OFF. The water meter should also be able to tell you if you have a plumbing leak somewhere in your home.
If the valve is stuck open, your engine will not get a warm start because the exhaust will be channeled straight out the tailpipes, instead of around the base of the carburetor to warm up the engine. You will find your engine is slow to start and will not stay warm.
If the handle on top is parallel to the valve, it's open. Likewise, if the handle is perpendicular to the top, the valve is closed. Common places you might find a ball valve are in irrigation and in sites where you need to control water supply from one area to another.
When it comes to shut-off valves, there is good news and bad news. The good news is that they can last for 20 to 25 years. The bad news is that if they are not used and exercised every two years (at least), they may freeze in the open position and need replacement.
Some older toilets don't have shutoff valves behind them. If this is the case for you, you'll have to use the wooden board method or simply cut off the main water supply for your entire home to turn off the toilet's water supply.
Step 3: Turning Off the Water Supply
In the event of a leak or when undertaking repairs, turning off the water supply to your toilet is a necessary step. This can be achieved by rotating the shut-off valve in a clockwise direction.
Try unclogging the toilet with a plunger. If that doesn't work, use an auger. You can also try pouring hot water or a drain cleaner into the toilet bowl. Take the lid off the toilet bowl and see what kind of float you have.
Worn Out or Warped Flapper: Over time, the rubber material of the flapper can deteriorate, become brittle, or warp. This wear and tear can prevent the flapper from creating a proper seal, allowing water to leak continuously into the bowl.
Turn the Shut-Off Valve Behind the Toilet
Most toilets have a shut-off valve on the wall or floor behind the fixture. Cutting the water supply to your toilet is as simple as turning this valve clockwise until it tightens. If the valve won't turn due to rust, a lubricant spray may prove useful.
If your home is built on a slab, check in the garage or near the water heater for the shut-off valve. Next, check outside your house. If the water main shut-off valve is located outside, it will be buried underground near the street. Look for a round or rectangular metal cover flush with the grass or sidewalk.

This problem is almost certainly caused by a bad flapper or flapper seat. The solution is to drain the tank and bowl, check and clean the flapper seat and then replace the flapper if it's worn or damaged.
