While there is a current phase down of the amount of r410a allowed to be produced, it currently does not have an expiration date for when it will not be allowed to be produced. Thus, r410a will continue to be available to homeowners who have, or who choose to purchase r410a equipment before the transition.
The objective is to replace it entirely with A2L refrigerants over time. Starting in 2025, HVAC manufacturers can no longer make equipment that requires R-410A.
R-410A PHASE-DOWN TIMELINE
In 2024, we will jump to a 40% decrease in production. We will reach a 70% decrease by 2029. In 2034, we will see 80% less R-410A being produced than it is today, and the phase-down will end in 2036 with another 5% reduction.
OP, refrigerant doesn't expire. If it's low, there's definitely a source where it's leaking from. If you're fine with just topping it off when it gets low that's fine but over time will damage your compressor. If you want it fixed take it to a local trusted mechanic.
R-22 uses simple mineral oil, non-toxic, safe, stable, etc. while R-410a uses a somewhat exotic Poly o Ester (POE) oil typically found in jet turbine engines. The refrigerant used MUST match the oil present in the system, which is one reason why you can't replace the R-22 with R410a in a system.
Since R410A refrigerant is charged under higher pressure, charging an R22 system with it will increase the force within the coolant lines. The pressure can become high enough for parts of the system to rupture. At the very least, leaks will occur. Mixing refrigerants is not an option either.

In December 2022, the EPA unveiled a refrigerant ban that will go into effect between 2025 and 2026 (depending on the industry). The result? R-410A is out, shaking up the HVACR industry, which relies heavily on this refrigerant.
OEMs report that finding R-410A systems could prove challenging. HVAC system prices have surged over recent years, driven by rising costs of raw materials, persistent supply chain issues, strong consumer demand, and higher operating costs for manufacturers.
After R410 is completely phased out in January of 2025, it is also likely that new HVAC systems will be designed with sensors and other mechanisms to detect R410 refrigerant and prevent operation.
Liquid recovery is fast, but not all equipment can handle the process. Vapor recovery is slower, but is the most common recovery method used. The push-pull recovery method works best when recovering more than 10 pounds of refrigerant. all of your R-410A tanks and have them re-certified every five years.
Under Section 608 of the Clean Air Act, EPA prohibits individuals from knowingly venting refrigerants containing ozone-depleting refrigerants (including HCFC-22) as well as their substitutes (such as HFCs, including R-410A), while maintaining, servicing, repairing, or disposing of AC and refrigeration equipment.
R-410A is a mixture of 50% HFC-32 and 50% HFC-125. HFC-32 has a 4.9 year lifetime and a 100-year GWP of 675 and HFC-125 has a 29-year lifetime and a 100-year GWP of 3500.
Average Amount of R-410A Needed for Recharging
On average, residential AC units require between 2 to 4 pounds of R-410A refrigerant per ton of cooling. So, a 3-ton air conditioner would require 6 to 12 pounds of refrigerant.
Likewise, an R-410A recovery bottle with a surrounding air temperature of 70°F should have an internal pressure of 201 PSIG. Remember that temperature will affect the pressure of a refrigerant.
If it takes longer and longer for your home to cool off, it could indicate a problem with refrigerant. Your indoor thermostat might be inching up in temperature and humidity for no explainable reason. Another classic symptom is if your air conditioner doesn't cool well during the day, but catches up in the evening.
That's because refrigerant simply does not go bad or expire. As long as the cylinder or can is fully sealed (no leaks) and the valve is not open or broken, refrigerant will last in its container indefinitely. If intact, the can/cylinder is a sealed unit and will not deplete or leak refrigerant.
First, check your filters and coils for dirt and debris that may be impeding airflow.
