Polycrylic is made by minwax but it is has an acrylic, and is only water based because of that. It also isn't as durable, doesn't self level as well as it's consistency is lower. It's meant to act similar to polyurethane but it is a different formulation to get there.

No, you should not sand the final coat of Polycrylic in the same way you do the intermediate coats. Instead, you can leave it alone for a natural finish, or gently buff/rub out imperfections using specific methods.
